    We're looking for a driven professional to take the lead on high-impact utility projects, overseeing complex contracts from initiation to closeout. In this key role, you'll manage contractor performance, conduct technical reviews, approve invoices, and ensure compliance with contract requirements—all while working closely with internal teams and external partners to deliver results. You'll also play a vital part in aligning projects with the department’s strategic goals and operational needs.

    About This Role

    Manage vendor contracts and utility projects.

    • Contracts encompass a wide range of activities within the utility system, including but not limited to Meter change-out, valve projects, hydrant maintenance, water treatment facility projects, pump station projects, and other work throughout the potable water distribution systems.
    • Ensure ongoing support for the Water Division’s operational needs.
    • Manage complex utility contracts and projects, including vendor coordination.
    • Serve as liaison between the department and contractors, resolving issues as needed.
    • Develop scopes of work, drafts specifications, and reviews utility project plans.
    • Review and approve project reports, invoices, and contractor performance.
    • Conduct trend analysis and forecasting to support project outcomes.
    • Support department’s strategic and business plan development.
    • Ensure compliance with County standards, regulations, and contract terms.
    • Oversee Contract Manager responsibilities, including performance monitoring and deficiency resolution.
    • Lead contractor orientation meetings and supervises assigned Project Managers.

    Job Requirements

    About You

    Minimum Qualifications:

    • Bachelor’s degree from an accredited college or university in Engineering, Project Management, or a highly related field AND five (5) years of CIP and/or project management experience.
    • -OR- Master’s degree from an accredited college or university in Engineering, Project Management, or a highly related field AND four (4) years of industry experience.
    • -OR- Job-related experience can substitute for education on a year-for-year basis depending on the type of experience.
    • A valid Florida driver’s license at the time of hire.

    Preferred Qualifications:

    • Lean Six Sigma green or black belt, prior hands-on experience with utility projects.
    • Project Management Professional (PMP) Certification.
    • Comprehensive project management experience in construction, contract administration, project management, asset management, and operational maintenance experience in a public utilities.

    Subject to Passing Substance Screening:  This position is subject to passing a pre-employment substance screening.  An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five (5) years.
     

    About Everything Else

    Starting Pay Range: $71,000.00 - $86,000.00/ annually, based on experience.
