    POSITION OVERVIEW

    The mission of the Finance Department is to safeguard the fiscal integrity of the City, its component units, and other dependent entities, and enable other City stakeholders to do the same.

    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
    Under general direction of Deputy/Assistant Director of Financial Reporting and Operations, the Deputy Assistant Director directs the planning and execution of financial structures supporting disaster cost recovery, trust and funds management, fixed assets, general accounting, and internal controls.

    RESPONSIBILITIES:
    • Manage and direct managers/supervises, reviews operations, and establishes policies, procedures, and processes within the disaster cost recovery, trust and funds management, fixed assets, general accounting, internal controls, grants management, and financial reporting operations.
    • Coordinates the development, implementation, and monitoring of various financial activities, policies, and procedures to effectively manage the reporting of all City of Houston Local Government Corporations (LGCs), Component Units (CUs), and applicable nonprofit agencies.
    • Manage contractors and professional services contracts utilized by the group, such as the 457 Deferred Compensation Plan.
    • Support disaster cost recovery operations for the City’s FEMA Public Assistance Grant(s) through project development, cost tracking, document management/control, and coordinating with internal/external stakeholders.
    • Manage financial operations and analysis for all aspects of the disaster cost recovery process.
    • Coordinate with external agencies and City staff to ensure compliance with funding agreement conditions and audit and reporting requirements.
    • Manage professional services contracts and contractors utilized by the group.
    • Act on behalf of the Deputy/Assistant Director as a liaison for all internal and external audit activities for the city, including managing the annual external audit process in coordination with the Controller’s Office - Financial Reporting and the Controller’s ongoing internal audits.
    • Lead and ensure implementation of all accounting and reporting standards issued by the Government Accounting Standard Board (GASB) applicable to the City of Houston.
    • Oversee critical SAP processes for Fixed Assets/CIP, which requires experience in financial accounting and reporting, including the Fixed Asset module of SAP. Responsible for implementing and maintaining a system to ensure that assets are adequately reported and compliant with all financial policies, ordinances, and generally accepted accounting principles (GAAP) requirements.
    • Responsible for internal control activities to ensure that policies and procedures are in place for operations, financial reporting, and compliance citywide.
    • Provide oversight of city-wide grant acquisition, management, compliance, preparation of the Schedule of Expenditures for Federal/State Awards and manage the annual Single Audit.
    • Must have the ability to audit and analyze accounting systems and procedures to determine compliance with applicable laws, regulations, and policies.
    • Prepares clear and concise administrative and financial reports and effective oral and written reports, both narrative and statistical, to analyze problems.
    • Manage Division personnel, train, develop, counsel, and evaluate staff performance under direct and indirect reporting structure.
    • Performs other duties and special projects in a timely and efficient manner as requested.

    WORKING CONDITIONS
    This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

    MINIMUM REQUIREMENTS

    EDUCATION REQUIREMENTS
    Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.

    EXPERIENCE REQUIREMENTS
    Seven years of progressively more complex/responsible administrative experience are required, with at least three of the years in a supervisory capacity.

    A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.

    PREFERENCES

    Preference will be given to applicants who have the following:

    • A professional certification, such as a Certified Public Accountant (CPA).
    • Experience in governmental (fund) accounting and financial reporting, including SAP.
    • Strong knowledge of systems development, project management, and Generally Accepted Accounting Principles (GAAP), cost accounting principles, 2 CFR 200, and demonstrated abilities in developing cost models.
    • Strong Microsoft Office products experience, such as Excel, Word, and PowerPoint.
    • Good organizational, verbal, and written communication skills and ability to work effectively with all levels of management.
    • Knowledge of municipal budgeting, accounting, and reporting procedures.
