DIVISION
The Innovation and Technology Division (ITD) iscomprisedof the Infrastructure and Service Teams. The Infrastructure Team provides support for network infrastructure (i.e., voice and data), while the Service Teamis responsible forthe maintenance and operation of the Common Use Passenger Processing System (CUPPS) as well as providing all end-user support for JWA administrative staff and systems. ITD provides consulting services to all airport divisions using computer-based systems and recommends technologies enhancing and complementing current existing systems. Additionally, IT manages a variety of vendor contracts for services.
THE OPPORTUNITY
The Information Technologist II will be responsible for primary solution development for the systems utilized across desktops and mobiles for office staff, teleworkers, and field staff. This may include server infrastructure maintenance, adherence to ITIL standards and processes, managing mobile offices and associated remote Internet connectivity solutions, oversight of agency PC images and all issues related to it; coordinate all the stakeholders and vendors to ensure program compliance with mandates; coordinate image automated distribution; develop, implement and ensure compliance of agency information policies; ensure consistency with County technology direction; and will include being a primary coordination point for resolving technology issues and providing technology solutions between external products and applications.
WORK HOURS
This position requires the incumbent to work scheduled hours outside standard business hours and to participate in an on-call rotation. This work may include late-night, early-m orning, holiday, and weekend work to support John Wayne Airport’s 24/7/365 operations.
MINIMUM QUALIFICATIONS & CORE COMPETENCIES
The ideal incumbent will possess a minimum of three years of experience in an enterprise environment performing systems configuration and deployment, analysis, maintenance, and administration for technologies such as network attached storage, mobile device management, and automated deployments, Microsoft Windows Server 2019/2022 or newer, Cloud IaaS and PaaS solutions, enterprise detection and response, virtualization/hyper-converged infrastructure, and Windows 11 workstations.
Ideally, the three years of experience will have been gained in a government or other highly regulated environment (e.g., healthcare, finance, law enforcement), which is considered highly desirable.
College-level education or training directly related to the competencies and attributes required of the position may be substituted for up to one year of the required experience at the rate of three semester units or the equivalent, equaling one month of experience and one hour of training equaling one hour of experience. College-level education or training beyond a bachelor's degree, which is directly related to the competencies and attributes required of the position, may be substituted for up to an additional year of required experience at the same rate identified above.
In addition, the ideal candidate will possess extensive knowledge and/or experience in the following core competencies:
Information Technology Knowledge & Experience
- Design, deploy, and maintain operating system (OS) images, application packages, and software updates through Intune and Configuration Manager (SCCM/MECM)
- Support enterprise hardware from Dell and HP, including desktops, laptops, and tablets
- Implement enterprise security best practices, including encryption, implicit & explicit permissions, multi-factor authentication, and zero trust, auditing and digital forensics, data retention, risk assessment, penetration testing, and 3rd-party auditing
- Follow information security compliance standards and auditing processes, including PCI-DSS, TSA, and NIST
- Utilize enterprise cybersecurity tools, including SIEM , SOAR, EDR, IAM, PAM, vulnerability management, Web Proxy Firewall, and Email Security
- Install, configure, and support Windows Server 2019 or newer in an enterprise Active Directory environment, Group Policies for administration of operating systems, applications, and user settings
- Strong working knowledge of scripting languages, such as PowerShell or Python
- Knowledge of ServiceNow or similar platforms, information technology service management (ITSM), and change management
- Prepare and maintain documentation of department processes, procedures, and reports
- Mobile Device Management (MDM) solutions, including Apple Business Manager (ABM), and Intune
- Work with virtualization, cloud, and converged technologies, including vSphere, Microsoft365 and Azure
- Plan and implement procedures in an enterprise environment that includes disaster recovery plans (DRP), incident response, and business continuity plans (IRP & BCP)
- Manage complex automated asset management and configuration management solutions
- Knowledge of VOIP, virtual PBX systems, and IP phone provisioning
- Networking experience, including TCP/IP, VLANs, and SDN
- Familiarity with network hardware (including Cisco and HPe), cabling, and patching
- Stancil device experience
- Experience in airport/aviation environment, including identity management systems (IDMS), Access Controls, and badging, as well as common use (CUPPS/CUSS) systems
- Identify and resolve extremely challenging technical issues and problems and/or research solutions
- Interpret and apply technical information pertaining to computer and network systems
- Understand principles and methods of troubleshooting computer hardware, software, and network problems
- Ability to analyze, maintain, administer, troubleshoot, and repair a variety of system issues using appropriate program testing methods and tools
- Working with other public and private sector agencies in efforts to provide information technology-specific customer service to the community, public, and key stakeholders
- Cooperating with multiple divisions and teams to address specific needs and achieve common goals
- Coordinating with vendors to acquire and implement technologies and resolve complex technical issues
- Participating in Countywide technology solution forums
- Responding quickly, courteously, and proficiently to customer service requests
- Providing detailed documentation related to technological solutions and systems support
- An ability to communicate complex technical information to diverse audiences, including non-technical stakeholders and customers
- Writing clearly and concisely in documentation and communication

LICENSE REQUIRED
The successful candidate must possess, obtain, and maintain the following licenses:
- Valid California Driver's License, Class C or higher, by date of appointment
- Valid Airport Access Badge with an Airport Driving Endorsement within ten (10) days of employment
Employees must clear a background check, which includes a Criminal History Records Check (CHRC), Transportation Security Administration (TSA) check, and Security Threat Assessment (STA) check. Airport Access Badge must be maintained and renewed every two (2) years.

Environmental and Working Conditions
Work is typically performed in an indoor office environment, but occasionally requires travel to other locations. Work environments may include high levels of noise, dust, and/or unpleasant odors. Occasional early morning, evening, holiday, and/or weekend work may be required.

Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
