ENGINEERING AIDE

MONTHLY SALARY: $6,193 - $7,528

THIS RECRUITMENT IS TO FILL ONE FULL-TIME VACANCY IN THE PUBLIC WORKS DEPARTMENT AND TO ESTABLISH AN ELIGIBILITY LIST TO BE USED FOR FUTURE VACANCIES.

Under basic supervision, performs a variety of routine engineering work related to the drafting and design of plans for facilities and projects; performs survey and topography activities to collect horizontal and vertical data for construction projects; assists with the conduct of plan checks and inspections; and enters and maintains data for City projects; performs related duties as required.

Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following:

  • Uses a variety of drafting tools, equipment and software to prepare construction drawings and related maps reflecting topography, drainage, right-of-ways, structures, utility lines, roadways, construction symbols and related information; tabulates and plots field data.
  • Assists with the preparation, evaluation, and editorial review of City memorandum, requests for proposals and requests for bids for City contracts.
  • Prepares plans on AutoCAD related to the construction and maintenance of a variety of capital projects; calculates material quantities and costs.
  • Coordinates installation of temporary water meters.
  • Maintains records and assists in preparation of a variety of reports.
  • Assists survey group, records elevations for engineering department projects; records routine topography within the boundaries of the City of Vernon.
  • Reviews and check plans for compliance with various City, state, and federal requirements.
  • Inspects materials and workmanship on water/street department and survey projects to assess conformance with construction plans, City standards and specifications.
  • Enters as-built information into the City’s data base for completed projects; updates and converts survey records and topography into digital formats.
  • Scans and prints plans as needed.
  • Responds to a variety of complaints and inquiries from the general public.
When assigned to field work:
  • Surveys existing roads to collect data for engineering staff for the planning and design of proposed construction projects.
  • Performs plan checks; enters data and information into the City’s data base for encroachment permits; participates in field inspections; contacts applicants to request additional information.
  • Locates and marks underground traffic signal conduits for USA dig alerts at intersections as needed.
  • Supports the relationship between the City of Vernon and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.


Minimum Qualifications

Education, Training and Experience Guidelines: High School Diploma or equivalent AND two years of experience in construction management and planning, drafting, field surveying, or engineering is required. Bachelor’s Degree in Civil Engineering or related field is highly desirable and can be substituted for the two years of required experience.

LICENSE AND CERTIFICATION REQUIREMENTS: A valid California State Driver’s License is required. Additional technical certifications are preferred and may be required.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:Work is performed in a standard office environment, and in internal and external environments throughout the City, with possibility of exposure to hazardous materials.

Retirement Benefit : Retirement benefits are provided by the California Public Employees' Retirement System (CalPERS):

Effective January 1, 2013, newly hired non-safety employees who are new CalPERS members, as defined by the Public Employees' Pension Reform Act of 2013 ("PEPRA"), will be enrolled in the CalPERS 2% at 62 benefit formula. New members will be required to pay 8% as their member contribution.

An employee who is a "classic" member of CalPERS, will be enrolled in the CalPERS 2.7% at 55 benefit formula. Classic employees currently pay an 8% employee contribution and a 3% share of the employer contribution.

Cafeteria Benefits Plan : The City offers a monthly allowance towards the purchase of a HMO, PPO or HSA medical plan for the employee and their family members. Any remaining amount can be used towards the purchase of a HMO or PPO Dental plan and Vision coverage for dependents. Vision coverage is included at no cost to the employee. Supplemental Insurance plans are available.

Holiday pay : The City has 14 authorized holidays per calendar year.

Bilingual pay : Employees in eligible positions who successfully demonstrate Spanish speaking skills would be eligible to receive an additional $300.00 a month.

Hybrid Work Program: The City offers a hybrid work schedule for eligible positions. The City allows a combination/flexible work schedule up to 50% remote work.

Other Benefits : Most employees work a 4/10 schedule. In addition, the City offers paid parental leave, bereavement leave and jury duty.
