DescriptionCurrent vacancy is in the Metro Hartford Innovation Services department . Under direction, assists City departments in performing complex professional systems analysis related to information technology. Originates, installs, or modifies major operating municipal systems. Maintains liaison between the data Processing Division and assigned other divisions and departments. Originates, installs, or modifies major municipal systems. Analyzes business processes and procedures and makes recommendations regarding automation opportunities for the City to maximize work performance efficiencies. Sets priorities, develops implementation plans and oversees the implementation of Information Systems projects. Provides technical analysis, support and workflow and user security design for the City’s business applications, including, but not limited to, the Enterprise Resource Planning (ERP) software and timekeeping systems. Supervises subordinate personnel when assigned. Confers with and provides technical assistance to assigned departments on various information technology and reporting matters. Performs and takes the lead in a major municipal system or a number of smaller sub-systems.

This is a HMEA union position. The hours of this position are 40 per week and the salary includes 5% in lieu of overtime. Knowledge, Skills & AbilitiesThe examination will consist of a rating of your training and experience as contained on your application and may include a written test, an oral test, a performance test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination will be designed to measure the following:
Knowledge of: - Various computer languages and use of compilers.
- Automated accounting, payroll and human resources systems and applications.
- Business analysis techniques and methodologies for interconnecting systems.
- Visual Studios.
- SQL Server Report Services.
- Crystal Reports or other similar reporting tools.
Ability to: - Extract and format large amounts of data using SQL Server Management Studio or other similas reporting tools.
- Establish and maintain effective working relationships with other divisions, departments and employees.
- Lead Information Technology projects, including but not limited to, originating, installing, or modifying municipal systems or smaller sub-systems.
- Organizes and prepares systems documentation, develops program specifications, and instructs systems analysts, programmers and operators in their respective functions.
- Analyzes systems and practices, to identify difficult organizational problems and to recommend solutions leading to improved service delivery.
- Present written and verbal presentations with clarity and logic.
Physical Demands and Working Conditions Work is performed primarily in an office environment, but may require some travel to different sites within the City or Hartford Public Schools. Incumbent may be required to work extended hours including evenings and weekends.
Qualifications Open to all qualified applicants who meet the following qualifications: Graduation from a four-year accredited college with major course work in Computer Science, Computer Engineering or a closely related field
AND four (4) years of increasingly responsible technical experience in Information Technology, including three (3) years of experience in systems analysis.
If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening, and a background check. If appointed, you will serve 3-12 months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
