    Description:

    JOB DESCRIPTION SUMMARY:

    The Medical Director serves as the chief medical advisor to Jefferson County Public Health and provides direct leadership for the department’s Clinical Operations. This position collaborates with department leadership, clinical teams, epidemiologists, and community partners to guide disease prevention, clinical services, harm reduction, and clinical policy initiatives. This role ensures that clinical programs align with national best practices, support equitable access to care, and integrate effectively with broader population health strategies.

    This position reports to the Deputy Director and provides direct supervision, medical oversight and strategic leadership for the department’s public health clinics, including sexual and reproductive health services, immunizations, and harm reduction programming. This position also provides medical direction and oversight for nurse home visitation programs.

    The Medical Officer a lso serves as a me dical expert and department spokesperson in coordination with the Public Information Officer, provides trusted medical guidance during public health emergencies and represents JCPH in regional, state, and national public health initiatives.

    SCHEDULE:

    This position operates in person, with some hybri d work available.

    COMPENSATION:

    Hiring Range: $ 168,804 - $ 2 06,316 USD Annually

    Final c ompensation will be determined based on education, experience , skills and time in office .

    ESSENTIAL DUTIES:

    Clinical Services Leadership and Service Delivery (70%)

    • Provide direct supervision, medical direction and oversight and consultation for clinical services including sexual and reproductive health, immunizations and harm reduction services.


    • Provide medical direction and oversight for nurse home visitation and infectious disease.


    • Position will directly supervise minimal clinic staff and in addition fulfill supervision requirements for MA staff and Peer Support Specialists for billing purposes.


    • Depending on specialty area, may carry medical case load within clinic.


    • Develop and approve clinical protocols, standing orders, and medical directives for public health programs.


    • Serve as prescribing physician for vaccines and other medications used in public health programs and services.


    • Provide clinical oversight as the VFC Program Provider of Record, prescribing vaccines and medications and ensuring compliance with federal and state public health guidelines.


    • Responsible for regulatory compliance for pharmacy, lab, CDC, HRSA, etc.


    • Support the autonomy of nurse practitioners, public health nurses and medical assistants working within the clinic.


    • Ensure clinical programs reflect the best current practices in sexual and reproductive health, immunizations, harm reduction and nurse home visitation services including alignment with national guidelines.


    • Ensure clinical services meet high standards for quality, safety, equity, and culturally responsive care.


    • Collaborate with clinic leadership to assess community needs and design responsive clinical services and directs clinic structure and service profile.


    • Support innovative and sustainable approaches to community-based clinical service delivery.


    • Provides oversight of clinical documentation for billing and compliance purposes using chart audits and other methodologies.


    • Supports sustainable financial models for clinical service delivery and expansion.


    Supervises staff in area of responsibility. Administers and makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraisals, and taking corrective action. Conducts performance evaluations and communicates short- and long-term goals and objectives . Submits personnel records and reports as required by the county. Assists and advises subordinates as necessary, resolves problems as non-routine situations arise, and ensures adherence to established policies, procedures, and standards. Communicates changes in policy and procedures to direct reports and implements them as directed.

    Public Health Medical Leadership (20%)

    • Serve as the primary medical advisor to department leadership, the Board of Health, and department staff.


    • Uses available data and best practices to guide expansion and improvement of services, ensuring equitable access and alignment with community health priorities.


    • Provide medical consultation for public health programs including communicable disease control, environmental health, and emergency preparedness.


    • Provide evidence-based recommendations and interventions to address public health threats and emerging health issues. Provide medical leadership during public health emergencies and incident responses. Participate in preparedness planning, training, exercises, and emergency response activities.


    • Provide clear and accessible communication about public health issues to partners, policymakers, media, and the public.


    • Support legislative and policy initiatives by providing expert medical and public health testimony when appropriate . '


    Public Health Science and Partnerships (5%)

    • Participate in public health research, evaluation, quality improvement initiatives, and dissemination of best practices.


    • Represent JCPH in regional and statewide collaborations addressing communicable disease prevention and sexual health initiatives.


    • Build and maintain strong partnerships with healthcare providers, health systems, community-based organizations, and other public health agencies.


    Innovation and Continuous Improvement (5%)

    • Champion innovation, quality improvement, and evidence-based practice within public health and clinical programs.


    • Other duties as assigned.

    Minimum Qualifications:

    Experience: Nine years experience with a minimum of five being supervisory

    Education: M edical Doctorate

    License/Certifications :

    • Current Colorado medical license and unrestricted United States Drug Enforcement Administration (DEA) registration required . Authorizes JCPH to use Colorado medical license number to order pharmaceuticals, including vaccines.


    • National Provider Identifier (NPI) number


    • Enrolled and validated in CO's Medicaid enrollment system (DXC), have a current (active) Medicaid number, and become affiliated in the DXC system.


    *Note: An equivalent combination of education and experience is acceptable.

    Preferred knowledge, skills and abilities :

    • Experience leading public health clinical programs or community health clinics, including strategic planning and program implementation.


    • Knowledge of public health practice, population health strategies, and disease prevention in a governmental or community health setting.


    • C ompletion of residency with 2 years of post-residency clinical experience . P reference for knowledge and experience in sexual and reproductive health.


    • Experience developing, reviewing, and implementing clinical protocols, standing orders, and medical directives based on evidence-based practices.


    • Ability to collaborate with multidisciplinary teams including epidemiology, communications, and community partners to address public health priorities.


    • Experience assessing community health needs and designing equitab le , accessible clinical services.


    • Knowledge of federal, state, and local public health laws, regulations, and compliance requirements.


    • Experience supporting quality improvement initiatives and evaluating clinical programs to improve service delivery and health outcomes.


    • Strong written and verbal communication skills, including the ability to communicate medical and public health information to leadership, partners, and the public.


    • Experience participating i n public health emergency preparedness, response efforts, and incident management.


    • Experience supervising professional staff and supporting team development, performance management, and operational oversight.
