    Job Description:

    Purpose:

    Under minimal direction, supervises buying, contracting and/or grant activities within a department.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Supervises, implements, and monitors operational processes, procedures and related systems in support of departmental buying, contracting and/or grant activities.
    • Oversees the development of new contracts to include researching purchase history and product information; coordinating and compiling requirements; deciding and preparing effective supplemental terms and conditions; deciding and preparing effective contractor performance measurements.
    • Supervises or individually manages contracts or grants for effectiveness and compliance.
    • Manages contractor/vendor performance for compliance with contract terms and conditions. Resolves or leads the resolution of contract issues.
    • Reviews supply chain status and recommends or approves the implementation of solution strategies.
    • Approves the development and implementation of contract databases and/or other data collection and reporting systems in support of purchasing, contracting or grant activities.
    • Prepares, reviews and approves reports regarding contractor performance, supply chain status, contract expenditures, purchase history, etc. for reporting to management, team members and customers.
    • Researches and presents information in response to inquiries from City Council, City Management, Boards and Commissions, vendors, and other stakeholders.
    • Provides technical and contractual expertise by leading or overseeing the development and marketing of workshops, training sessions and orientation sessions.


    Responsibilities - Supervisor and/or Leadership Exercised:
    • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling and recommendation for dismissal.


    Knowledge, Skills, and Abilities:

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
    • Knowledge of contract law, contracting practices, regulations, policies and techniques.
    • Knowledge of contract development, contract language, terms, conditions, etc.
    • Knowledge of applicable Federal, State and Local laws
    • Knowledge of city practice, policy and procedures.
    • Knowledge of supervisory and managerial techniques and methods.
    • Skill in oral and written communication.
    • Skill in using computers and related software applications
    • Skill in data analysis and problem solving.
    • Skill in planning and organizing
    • Ability to evaluate contract agreements.
    • Ability to write specific terms of conditions for contracts
    • Ability to enforce contractual obligations
    • Ability to establish and maintain good working relationships with other City employees and the public
    • Ability to review invoices, bills, etc. for accuracy and completeness
    • Ability to train others


    Minimum Qualifications:
    • Graduation with a Bachelor’s degree from an accredited college or university plus four (4) years of experience in a related field, one year of which were in a lead or supervisory capacity.
    • Experience may substitute for education up to the maximum of four (4) years.
    • A Master’s Degree may substitute for required experience up to two (2) years.


    Licenses and Certifications Required:
    • None


    Preferred Qualifications:
    • Certification in Contract Management, or the ability to obtain within 6 months of hire.
    • Experience developing statements of work for commodities contracts
    • Experience researching information in financial systems.
    • Experience conducting procurement transactions using competitive solicitation methods such as Request for Quotation (RFQ) and Invitation for Bid (IFB).
    • Experience working within a government, municipal, or Public Safety environment, with demonstrated knowledge of public sector processes and operational requirements.
    • Experience developing, administering, and monitoring contracts to ensure compliance with local, state, and/or federal regulations, policies, and procedures.
    • Demonstrated experience researching, analyzing, and responding to inquiries from executive leadership, internal customers, vendors, and contractors, including the ability to clearly communicate findings and recommendations.
    • Intermediate proficiency with the Microsoft Office Suite, particularly Microsoft Word and Excel, with the ability to prepare reports, analyze data, and maintain accurate documentation.
    • Ability and willingness to travel to multiple work locations as required to support operational and business needs.


    Notes to Candidate:

    The Contract Management Supervisor is responsible for managing a contract a management specialist III and a contract management specialist I in additions to developing, administering, and managing procurement contracts and purchasing activities that support Austin Fire. This position ensures the timely, compliant, and cost-effective acquisition of goods and services essential to Fire operations, while adhering to local, state, and federal procurement regulations.

    Salary Range: $68,660.00 - $85,830.00 annually

    Days and Hours:

    Monday - Friday.
    8:00 a.m. - 5:00 p.m.
    Hours may vary due to operational needs.

    Telework: This is an in-office position that does not offer the ability to telework.

    City Government

    The City of Austin is a progressive, full-service municipal organization operating under the Council-Manager form of government.
