    Minimum Qualifications
    Required:
    • High School Diploma or GED.
    • Two (2) years of administrative support experience.
    • Must complete Police Department Background Packet (packet will be sent after the position closes).
    • Must successfully complete any additional background checks required for the position, which may include a CJIS
      background check, federal background check, or other applicable screenings (e.g., FAA).

    Licenses and Certifications
    Required:
    • Must possess a valid Texas Driver’s License.
    • Child Passenger Safety (CPS) technician certification within 120 days of hire.
    • Certification as a Notary Public within 120 days of hire.

    Position Description

    Under basic supervision, performs administrative duties and technical and support services for City Departments; coordinates meetings and processes administrative and technical forms.

    Essential Functions
    • Provides administrative and technical support to the department; performs a variety of clerical and administrative duties and makes decisions based on experience, training, and job assignment.
    • Coordinates departmental administrative workflow and applies knowledge of policies and procedures to organize work and support staff by handling administrative details.
    • Exercises initiative and independent judgment in completing administrative tasks, resolving problems, analyzing information, and ensuring effective communication of operational matters.
    • Manages assigned special projects, including researching and compiling information from internal and external sources to prepare narrative and statistical reports for departmental programs and initiatives.
    • Responds to questions and inquiries requiring knowledge and interpretation of City policies, procedures, and regulations; resolves issues and customer service requests within assigned authority.
    • Maintains calendars and resolves complex meeting and travel schedules; coordinates meeting rooms and resources; coordinates development of meeting agendas, action item lists and presentation materials.
    • Drafts and prepares correspondence, memoranda, and other documents from general direction, standard formats, or drafts; assists with monitoring budgets, accounting, and expenditures.
    • Maintains department files and records, including electronic databases; collects and compiles data and prepares technical and statistical reports; ensures records and administrative actions comply with City policies.
    • Orders and receives merchandise, maintains inventory, and assists with food and beverage purchasing.
    • Prepares and verifies deposits and processes accounts payable, including monthly and merchandise-related expenses.
    • May assist in preparing payroll for departmental employees and may approve maintenance or service issues in the manager's absence.
    • Positions assigned to the Police Community Services Division:
      • Conducts car seat inspections, educates caregivers on proper installation, and ensures compliance with child safety laws.
      • Operates a City vehicle to transport volunteers and supplies to events and/or classes.

    Governance and Organization

    Waco is a home rule city with a council-manager form of government. The City Council is comprised of a Mayor, elected at-large, and five City Council members representing single-member districts, all serving two-year terms. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.

    The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.

    The City provides a full range of municipal services including a regional airport, animal services, building inspections, code enforcement, convention and visitors bureau, emergency management, housing and community development, economic development, fire, public health, library, municipal court, parks and recreation, planning, police, public works, Texas Ranger Hall of Fame Museum, utilities and zoo operations.
