DescriptionCharleston County is seeking an enthusiastic individual for this highly responsible leadership position to assist in managing one of the largest transportation infrastructure programs in the Southeast!
This position makes presentations and provides periodic updates to County Council, the Administrator, the Public Works Director, and other stakeholders as needed, requiring that some evenings be spent at Community Meetings, Public Meetings and Council Meetings. This position serves as a senior member of the County Emergency Operations Center as well as other duties as assigned.

Working for Charleston County allows you to achieve the work life balance you have been looking for!HIRING SALARY RANGE: $112,000 to $125,465.60 (Salary dependent upon applicant's qualifications)OPEN UNTIL FILLED - APPLICATION REVIEW BEGINS IMMEDIATELYDuties and Responsibilities- Provides leadership and direction by mentoring and motivating Project Managers through all transportation project phases from scoping to construction.
- Assists in managing and overseeing the Charleston County Transportation Sales Tax (TST) Program and the Charleston Transportation Committee (CTC) Program for projects ranging from $100,000 to $200,000,000.
- Works with team to determine the cost and feasibility of annually requested projects and use defined processes to make recommendations to County Council for the TST Allocation Program and to the CTC.
- Manages staff and provides guidance as needed on developing and analyzing alternatives.
- Participates in public input strategies reviewing plan submittals, permitting, right of way acquisition, and managing construction.
- Reviews solicitation packages: coordinating with other departments as well as local, state, and federal agencies on a regular basis to ensure transportation needs are being met.
- Implements new strategies to optimize work efficiency and work quality.
- Reviews budgets regularly.
- Ensures department priorities are being addressed and realigns work and staffing assignments as needed.
- Designated to report to work during hazardous weather or emergency conditions.
- Performs other duties or assumes other responsibilities as apparent or assigned.
Minimum QualificationsLicensure as a South Carolina Professional Engineer, or the ability to obtain same in six (6) months, is required. A Bachelor's Degree in Civil Engineering or other related field is required, an MS degree in a related field is desired. Ten (10) or more years of progressively responsible engineering, project management, and/or Stormwater Program management and five (5) years of supervisory experience are required.
Knowledge, Skills and AbilitiesComprehensive knowledge of the geology, hydrology, and soils of the South Carolina Lowcountry, of the principles and practices of civil engineering and design, and experience in engineering fundamentals, Stormwater management in a coastal environment, Federal and State permitting regulations, and legal aspects of the industry are needed. Must have ability to communicate effectively and the ability to work under pressure within critical time frames on multiple projects, The ability to maintain effective relationships with contractors, consultants, state and municipal officials, and the public is essential. A valid SC driver's license or the ability to obtain one upon acceptance of the position is required.
