    Child Support Services Manager


    (Human Services Administrator)

    SALARY INFORMATION
    Salary may be negotiable within the range listed above, based on position requirements and successful candidate’s qualifications, subject to appropriate authorization.

    OPEN TO THE PUBLIC
    This recruitment is being held to establish an open eligible list to fill current and future Human Services Administrator positions. The eligible list established may also be used to fill similar and lower-level classifications throughout the County of Orange.

    CHILD SUPPORT SERVICES (CSS)
    Orange County Child Support Services (CSS) is an award-winning, forward-thinking agency of over 300 professionals, dedicated to helping parents financially support their children. The core mission is assisting parents in establishing paternity, establishing financial and medical child support orders, and facilitating the payment of that support through various means, including court action. Under the direction of the Department Director, CSS delivers human services to the community based on a balanced approach emphasizing Customers, Staff, Business Efficiencies, and Performance. CSS also works in close partnership with the Orange County Superior Court, California Department of Child Support Services, and other local child support agencies throughout California.

    THE OPPORTUNITY
    The selected candidate(s) will supervise and oversee a functional area of CSS with the common mission of providing efficient and effective direct or indirect child support services.

    CSS may use the Eligible List to fill Human Services Administrator position(s) in one or more areas including Case Management Operations, Customer Support Operations, Program Support Services, or any other area as department needs arise.

    DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
    The ideal candidate will possess four (4) years of progressively responsible experience in the human services program and will demonstrate the following competencies:

    Human Services Experience & Technical Skills
    • Vast experience working with human services laws, regulations and policies
    • Significant experience performing program, organizational or administrative analysis, legislative analysis and/or high-level casework
    • Experience in evaluating and managing resources to align with workloads and establish adequate service levels/customer response timeframes
    • Substantial experience facilitating and coordinating projects and teams, providing project leadership, advice and recommendations, technical direction and expertise, ability to evaluate progress, and resolution of issues related to project areas or work assignment
    • Robust experience in managing projects, developing timelines and documenting findings
    • Demonstrated ability to lead organizational change initiatives by applying structured change management methodologies, fostering stakeholder engagement, and driving adoption of new processes and technologies to achieve strategic objectives
    • Broad experience in collaborating with external organizations and building strategic partnerships for the benefit of the community and program
    • Substantial experience in marketing campaigns and branding to support program awareness and effective communication

    • Effective administrative and communication skills to accomplish duties and responsibilities, and coach staff in accomplishing their responsibilities
    • Strong verbal and presentation skills
    • Keeps management appropriately informed on progress
    • Strong written skills to prepare various documents, including but not limited to, proposals, assessments, project plans, etc.

    • Shares specialized knowledge freely with others, establishes/maintains productive working relationships, and provides learning opportunities for growth to those in and outside of unit
    • Involves appropriate people in plans and decisions, recognizes and respects the value of diversity and differing opinions

    • Forms cooperative working relationships with others, and breaks down barriers to the accomplishment of departmental goals

    Supervision & Leadership
    • Demonstrates ability to organize staff to consistently achieve required day-to-day tasks
    • Provides accurate and effective performance evaluations to subordinates, addresses personnel issues and performs necessary documentation and disciplinary actions as required
    • Seeks out and positively accepts staff-initiated recommendations for improved productivity, better service or cost savings
    • Takes responsibility for own actions regardless of outcomes
    • Consistently applies high ethical standards of behavior to work assignments, decision-making and associations
    • Ability and commitment to leading employees to meet goals and objectives while identifying and cultivating their talents

    Special Requirements: Must pass a background investigation to the satisfaction of the Department of Child Support Services.

    RECRUITMENT PROCESS

    Application Appraisal Panel (AAP) | Application Review (Weighted 100%)
    An Appraisal Panel (AAP) of job knowledge experts will thoroughly screen and evaluate the application and supplemental questionnaire for job knowledge, competencies, and related experience described above. Only the most successful candidates will be placed on the eligible list.

    Based on the Department's needs, the selection procedure listed above may be modified. All applicants will be notified of any changes in the selection procedure.

    Eligible List
    Once all assessments have been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
