    ABOUT THE POSITION

    There are two (2) full-time, regular hire vacancies between two Departments - one (1) is in the Department of Public Works: Engineering Division [Civil Engineer] and one (1) is in the Community Development Agency: Building & Safety Division [Structural Civil Engineer].

    Department of Public Works: Engineering Division Opportunity [Civil Engineer]
    Under direction of a Senior Civil Engineer, the Civil Engineer helps define, design, and/or review minor projects and phases of large civil engineering projects with complex budgets and timelines. In the Engineering Division, projects may include such things as bridge repair and replacement, culvert repair and replacement, new retaining walls, pavement management, road improvements, new stormwater management devices, new traffic management devices, and others. This position exercises substantial initiative, judgment, and expertise to meet program and project needs. The Civil Engineer may be responsible for designing projects, reviewing project plans and specifications prepared by consultants, and/or reviewing development applications. The Civil Engineer helps in selecting consultants, preparing contract documents, and administering contracts during construction. This position provides direction and mentorship to more junior staff, and oversees both technical and administrative work to ensure that work is performed efficiently and effectively for the public good. The Engineering Division currently has a staff of 16 engineers, surveyors, and administrative staff.

    Community Development Agency: Building & Safety Division Opportunity [Structural Civil Engineer]

    As a Structural Civil Engineer, you will play a vital role in reviewing structural plans, calculations, and construction documents to ensure compliance with local and state codes, while contributing to safe, sustainable, and successful development throughout Marin County.

    Signing bonus:
    In addition to a competitive compensations package, new, full-time, regular hire Civil Engineers are eligible to receive a $10,000.00 signing bonus which will be split into two equal payments: 50% at time of hire (i.e. first paycheck) and the remaining 50% after successful completion of their probationary period.

    Hybrid schedule:
    The Department of Public Works and the Community Development Agency have embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

    The 2.0% Job Related License Differential for this classification has been folded into the listed salary - note that this classification is eligible for overtime, with prior approval, which will be based on the hourly rate (currently $62.35 - $75.80), depending on qualifications.

    ABOUT YOU

    Department of Public Works: Engineering Division Highly Qualified Candidate [Civil Engineer]
    Our ideal candidate has the technical knowledge and experience to confidently work in a team of engineers, support staff, and consultants. You should be able to efficiently and effectively conduct engineering analysis, prepare plans and other bid documents, provide support to projects under construction and work with and direct the activities of consultants. Being well versed in a range of different types of projects and programs, which may include pavement management, road widening and reconstruction, drainage, grading, landslide repair, retaining structures, construction management, facilities, and others, is desirable but expertise in all areas is not required. Working closely with staff from other jurisdictions, divisions, departments, regulatory agencies, and the public will determine your success in this role.
    Our highly qualified candidate has:

    Knowledge of:

    •Principles and practices of pavement management and maintenance.

    •Understanding of drainage and stormwater management.

    •Basics of geotechnical engineering.

    •Basic understanding of public project bidding and public contract code.

    •Education and formal training in civil engineering and related fields including certifications in specific disciplines.

    •Experience in local government or working with local governments on particular projects.

    •General knowledge of construction principles and practices.

    Skill in:

    •Preparing and reviewing project scopes, bid documents, and budgets.

    •Knowledge of AutoCAD is desirable

    •Conducting complex engineering analysis.

    •Managing staff and/or consultants and contractors.

    •Writing complex technical documents and documents for the general public.

    Ability to:

    •Manage project budgets.
    •Innovate new solutions to engineering problems or ways to improve program administration.

    Community Development Agency Building & Safety Division Highly Qualified Candidate [Structural Civil Engineer]

    Knowledge of: State and local building codes and standards, including the California Building Standards Code, Minimum Design Loads and Associated Criteria for Buildings and Other Structures per the American Society of Civil Engineers (ASCE) publication referred to as ASCE 7, the American Institute of Steel Construction (AISC) Steel Construction Manual 16 th Edition, American Concrete Institute (ACI) Code 318-19, and the 2018 National Design Specification (NDS) for Wood Construction, as well as a solid understanding of structural analysis and design principles, which includes an understanding of load path, lateral force resisting systems, load combinations, and design considerations.

    Skill in: Preparing complete and code-compliant engineering construction documents or critically reviewing such documents for accuracy, clarity, and regulatory compliance.

    Ability to: Work independently on complex plan reviews with minimal oversight, while also collaborating effectively with colleagues such as Building Plans Examiners as well as across departments such as public works, planning, land development, and environmental health services to support efficient, customer-focused project approvals.
    QUALIFICATIONS
    Knowledge of:
    • Principles, practices and techniques of civil engineering to lead projects from inception to completion.
    • Principles, practices, methods, material and equipment used in surveying of streets, roads, boundaries (including water boundaries), flood control structures, and other public works projects, including mathematics and computations used in each.
    • Uses and operation methods of various types of construction equipment.
    • Statistics and advanced mathematics including algebra and analytic geometry; civil engineering drafting software.
    • Correct methods of using engineering equipment including computers, computer programs in the engineering field, calculators, drafting and surveying instruments.
    • One position may require comprehensive knowledge of Transportation Engineering principles as they apply to County road facilities.

    Ability to:
    • Organize work, establish priorities and set goals and objectives.
    • Apply principles of logic and scientific reasoning to analyze, develop and evaluate alternative courses of action to determine appropriate solutions.
    • Read, understand and interpret complex technical and legal documents, math, technical drawings and plans, and other engineering material related to hydraulics, soil mechanics, surveying and related disciplines.
    • Stake construction sites; coordinate survey functions with constructions operations.
    • Retain and recall factual, technical data and legal provisions.
    • Provide formal supervision or lead direction to staff.
    • Effectively communicate verbally and in writing sufficient to convey technical information and give instructions.
    • Depending on assignment, conduct contract negotiations in a persuasive manner.
    • Write reports, correspondence, and records clearly, concisely and with technical accuracy.
    • Adjust to workload changes and work under stress to meet deadlines.
    • Maintain effective working relationships with all levels of representatives from governmental and private agencies, construction and consultant contractors, coworkers and the general public.

    MINIMUM QUALIFICATIONS
    Registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers and three years of increasingly responsible engineering experience.
