    Job Summary:

    The Assistant Director of Public Works serves as the City Engineer and is responsible for the strategic planning, management, and oversight of engineering, construction, and project delivery activities related to city infrastructure, including facilities, streets, drainage, water, and wastewater systems. This position combines technical engineering expertise with strong project management leadership to ensure capital improvement projects and operational initiatives are delivered efficiently, on schedule, and within budget.

    Roles & Responsibilities:
    • Provides leadership and oversight for the Engineering and Operations divisions within the Public Works Department, ensuring effective coordination, project delivery, and service performance across all infrastructure systems.
    • Oversees and manages the planning, budgeting, design, procurement, and construction of capital improvement projects related to facilities, streets, drainage, water, and wastewater infrastructure.
    • Leads project management efforts for capital and operational initiatives, including development of project scopes, cost estimates, schedules, contract administration, and alternative delivery methods.
    • Coordinates with the Operations Division to ensure infrastructure projects align with long-term maintenance strategies, system capacity needs, and operational efficiency goals.
    • Identifies capital improvement projects and develops short-term and long-term budgets in alignment with master plans and departmental priorities.
    • Oversees the preparation and updates of master plans and impact fee programs for street, drainage, water, and wastewater systems.
    • Monitors project progress including design review, construction oversight, inspection coordination, invoice approval, budget tracking, and adherence to project schedules.
    • Provides high-level review and decision-making for development plans within the City and ETJ to ensure compliance with City ordinances, standards, and infrastructure capacity requirements.
    • Oversees the maintenance of permanent engineering records, GIS coordination, and infrastructure mapping updates.
    • Develops and updates City design criteria, construction standards, and technical specifications.
    • Serves as the City’s Floodplain Administrator.
    • Collaborates with Operations leadership to evaluate system performance, identify service level improvements, and support preventative maintenance and asset management programs.
    • Attends and presents at Municipal Utility Board, Transportation Advisory Board, Planning and Zoning Commission, and City Council meetings.
    • Represents the City in coordination with external agencies including Parker County, TxDOT, NCTCOG, and other regional partners.


    Qualifications

    • Bachelor of science degree in Civil Engineering and Texas P.E. registration. • Certification in Floodplain Management. • Eight years of water, wastewater, drainage, and street project management experience. • Three years of supervisory experience in an engineering capacity. • Must have a valid Class C Texas Driver's license.
