    About the Opportunity

    THE IDEAL CANDIDATE

    Stanislaus County Department of Environmental Resources is looking for a candidate to provide high-level administrative assistance for the Department. This candidate will need to be able to work well under pressure and meet multiple deadlines while working on several projects simultaneously. A customer focus and a willingness to be part of a dynamic team are essential. The candidate will ensure the public is well-informed about the services offered by the Solid Waste and Landfill Divisions.     THE POSITION

    The Department of Environmental Resources is seeking a detail-oriented and adaptable Staff Services Analyst to provide analytical, administrative, and program support to both the Solid Waste and Landfill Divisions. This unique position offers the opportunity to work on diverse projects that protect public resources and promote community well-being. Travel to the landfill location in Crows Landing, CA will be required.

    The Solid Waste Division provides efficient and environmentally responsible waste management services, including waste disposal, recycling, special waste handling, and waste oil collection for businesses and residents. The Landfill Division provides municipal solid waste disposal for the community.

    Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Mid-Management/Supervisory bargaining unit for labor relations purposes.

    Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.

    Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

    Typical Tasks

    • Interpret and apply local, state, and federal regulations and procurement processes;
    • Maintain and update spreadsheets, databases, and analyze reports for both divisions;
    • Prepare board agenda items, presentations, and other program-related documents;
    • Compile information to prepare and submit reports to regulating agencies;
    • Create and maintain calendar for reports;
    • Assist in drafting and updating Standard Operating Procedures;
    • Coordinate and track staff schedules;
    • Create and/or curate content (take photos, write copy, design or modify graphics);
    • Support division managers with complex financial management activities including but not limited to accounts payable/receivable functions;
    • Monitor expenditures and budget allocations;
    • Effectively review work products and documents of other staff for correctness and completeness;
    • General administrative tasks in support of the Solid Waste and Landfill Divisions;
    • Perform other related duties as assigned.


    Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

    KNOWLEDGE
    • Administrative - Knowledge of administrative and office procedures and systems such as word processing, managing files and records, designing forms, and workplace terminology;
    • Customer Service - Knowledge of principles and processes for providing customer service. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction;
    • English Language - Grammar, spelling, composition, and professional writing standards;
    • Marketing - Knowledge of principles and methods for showing and promoting services. Graphics or photo imaging, presentation software, process mapping and design, creation and editing. This includes marketing strategy and tactics; and
    • Computers and Electronics - Knowledge of computer hardware and software, including applications and programming.

    SKILLS/ABILITIES
    • Work independently with minimal supervision while meeting critical deadlines;
    • Organize and prepare information for reports and presentations;
    • Identify problems, evaluate options, and recommend practical solutions;
    • Experience working with email marketing programs;
    • Prepare professional correspondence, reports, and memoranda;
    • Deliver presentations and training in group settings;
    • Demonstrate strong attention to detail;
    • Communicate effectively, both verbally and in writing, including public speaking;
    • Demonstrate ability to communicate through the creative use of photo, video, graphics, and other visual media;
    • Actively listen and respond appropriately to staff and community needs;
    • Identify opportunities for process improvements and implement practical solutions;
    • Interact professionally with various levels of Stanislaus County employees, public and private agencies and the community; and
    • Build and maintain positive working relationships with staff, public agencies, and community members.

    EDUCATION/EXPERIENCE

    • Graduation from an accredited institution with an Associate's Degree in Public Administration, Business Administration, Political Science, Environmental Science, or a closely related field; AND
    • Three (3) years of increasingly responsible experience performing complex administrative, financial, or analytical duties; OR
    • Two (2) years of supervisory experience overseeing administrative, financial, or analytical work.
    *Progressively responsible experience in a related area may be substituted for the required education on a year-for-year basis.

    EXAMINATION PROCESS

    Most County recruitments consist of the steps detailed below and are governed by Merit Principles. The examination process ensures that all applicants are given the same opportunity to gain employment within Stanislaus County.

    • Written Examination. Applicants will be invited to participate in a written exam that tests knowledge for the position.
    • Oral Examination. Applicants are invited to a panel interview in which they will be evaluated by County subject matter experts.
    • Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months but may be extended up to eighteen months.
