    Requirements

    MOS CODE: None.

    Education and Experience : Bachelor's Degree or higher in Business, Public Administration, Economics, Finance, or related field and four (4) years of increasingly responsible experience in economic development, business services, analysis, grant management, project management, or program management, including two (2) years of supervisory experience.

    Licenses and Certifications : Valid Texas Class “C” Driver’s License or equivalent from another state by the date of appointment.

    General Purpose

    Under general direction, manage and support strategic planning, regional partnerships, business services, grant management, and program development to advance business recruitment, retention, and expansion while promoting innovation and sustainability on a regional, national, and global scale.

    Typical Duties

    Identify and implement initiatives to assist businesses and partner organizations with recruitment, retention, expansion, and entrepreneurial growth. Involves: Support incubators, advanced manufacturing initiatives, co-working spaces, universities, and business mentoring programs. Monitor market conditions, assess community needs, and connect businesses with available incentives, workforce programs, and Federal, State, and local resources.

    Manage and coordinate grant programs and special projects to strengthen economic development strategies. Involves: Administering grant-funded initiatives, including tracking, compliance, and reporting. Leverage grant resources to support advanced manufacturing, technology, and workforce development. Expand funding opportunities to close project gaps aligned with City and regional priorities.

    Define and support workforce and industry needs. Involves: Partner with educational institutions, local, state, and federal government agencies, and training programs to close skills gaps. Strengthen industry connections to align local talent with business needs. Connect residents with career pathways in advanced and emerging industries.

    Plan and oversee business retention and expansion goals. Involves maintaining business databases and conducting outreach efforts. Conduct surveys and follow up with employers of all sizes. Coordinate with internal and external partners to support key industry clusters. Facilitate collaboration with regional stakeholders to enhance business competitiveness and promote cross-border opportunities.

    Develop knowledge in City policies, programs, and procedures to improve service delivery. Involves: Work closely with Planning and Inspections, and other departments to streamline permitting and development processes. Identify opportunities for policy improvements and contribute to enhancements to the economic development program.

    Represent the department at meetings and community events. Involves: Maintain strong relationships with stakeholders, real estate professionals, business organizations, and regional agencies. Communicate City programs and initiatives effectively. Prepare and deliver presentations on economic development efforts. Provide responsive support to business and community inquiries.

    Supervise assigned personnel. Involves: Schedule, assign, guide, and evaluate work. Support training and professional development. Ensure compliance with policies and foster a collaborative work environment. Recommend staffing and personnel actions as needed.
