ABOUT AUSTN WATER
For over 100 years, Austin Water has been committed to providing safe, reliable, high-quality, and affordable water services to our customers. Today, we serve over 1,000,000 people in the Austin metropolitan area, across more than 548 square miles. The utility draws water from the Colorado River into three regional water treatment plants, Handcox, Davis, and Ullrich, which have a combined capacity of 335 million gallons per day. Austin Water has two wastewater treatment plants, Walnut Creek and South Austin Regional, that can treat up to 150 million gallons per day of sewage. Wastewater is treated to produce high-quality effluent, which is safely returned to the Colorado River to augment environmental flows. More than a billion gallons of this high-quality effluent are reclaimed each year for outdoor irrigation, industrial cooling, manufacturing, and other uses. Austin Water consistently ranks among the best in the country for water quality. We also treat, return, and recycle wastewater in ways that protect environmental resources. Job Description:Records AnalystPurpose:Single point of contact (SPOC) for the development, implementation, and administration of a departmental records and information management program.
Duties, Functions, and Responsibilities:Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Coordinates the development and implementation of departmental records and information management programs.
- Reviews the effectiveness of departmental record-keeping practices and proposes recommendations for improvement.
- Coordinates the development and implementation of departmental records management policies, standards, and procedures for indexing, classification, retention, disposition, and protection
- Oversees the completion and ongoing maintenance of the department’s records inventory.
- Coordinates the review process for the department’s records control schedules and submits them to the Office of the City Clerk for review and approval.
- Works with the Office of the City Clerk to maintain the control schedules and keep them up to date.
- Assists with the identification of the department’s vital records and the creation and maintenance of the department’s vital records protection and disaster recovery plans.
- Develops and delivers records management training programs and materials, including policies, standards, and procedures
- Reviews and approves requests to transfer departmental records to the Records Center or destroy records that have met retention requirements.
- Reviews and approves the disposition of the department’s records and submits disposition requests to the Office of the City Clerk.
- Attends meetings, recommends tasks for, and evaluates the performance of, the department’s Records Management Team.
- Attends corporate/departmental Records Management Team meetings and coordinates with the Office of the City Clerk.
- Prepares an annual report on the status of the department’s records and information management program.

Minimum Qualifications:- Graduation with a Bachelor’s degree from an accredited college or university plus one (1) year of records management experience.
- Experience may be substituted for the required education up to a maximum of four (4) years.
- Completion of the COA Records Management Certificate Program may substitute for two (2) years of experience or education.
Licenses and Certifications Required:- Must have a valid Texas Driver's License.
- Must have City of Austin’s Records and Information Management Certificate or must obtain Certification within two (2) years of hire/appointment.
Preferred Qualifications:- Working knowledge of the principles, concepts, and practices for records management
- Experience with information management and applicable software
- Experience in records and information management for a large and complex organization and knowledge of applicable laws, policies, and procedures.
- Working knowledge of state and local government organization, operations, and functions
- Demonstrated ability to work with a wide variety of professional, support, and clerical staff
- Excellent communication skills, including both written and oral, with the ability to effectively communicate across a wide range of employees, teams, managers, and directors.
- Strong organizational skills and experience in planning, organizing, and managing the delivery of administrative services to support organizational goals.

Austin Water is a complex department with over 1,400 employees staffed across multiple facilities throughout the City of Austin.
Critical Employee:This position has been designated as critical for the City of Austin. Critical positions are necessary and support activities that impact City or department operations. Work can be done at a designated work site or an alternate work location.
