Under administrative direction, the Enterprise Software Manager provides strategic leadership, management, and oversight for the City’s enterprise application portfolio and software ecosystem. This role is responsible for guiding the planning, implementation, integration, and lifecycle management of enterprise software solutions that support critical business operations across the organization and provides highly responsible and complex administrative support to the Chief Information Officer.
The Enterprise Software Manager serves as a senior technology leader, emphasizing enterprise-wide software strategy, strong people leadership, standardized processes, and disciplined project delivery. The position focuses on building sustainable structures, developing and enforcing standard operating procedures (SOPs), and fostering a high-performing team culture aligned with organizational goals, security standards, and best practices.
Key ResponsibilitiesThe following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Develop, maintain, and execute multi-year (1-,3-, and 5-year) enterprise software roadmaps aligned with organizational strategy, budget cycles, and operational priorities.
Provide strategic direction for the organization’s enterprise software platforms, including business applications, databases, and integrated systems.
Lead application modernization efforts, including system consolidation, cloud adoption, lifecycle management, and technical debt reduction.
Ensure enterprise software solutions are scalable, secure, resilient, and aligned with industry best practices and regulatory requirements.
Act as a trusted advisor to executive leadership on enterprise software capabilities, risks, and opportunities.
Lead, mentor, and develop systems and business analysts; provide oversight of enterprise business and functional analysis practices, ensuring consistent, high-quality requirements elicitation, documentation, and process evaluation.
Oversee the translation of business needs and process improvements into functional specifications and solution designs aligned with enterprise standards and organizational objectives.
Partner with departments to ensure solutions meet operational, regulatory, and strategic requirements.
Establish clear roles, performance expectations, and accountability across the enterprise software team.
Foster a culture of collaboration, continuous improvement, professional growth, and service excellence.
Oversee talent acquisition, onboarding, training, performance management, and succession planning.
Encourage cross-functional collaboration with infrastructure, cybersecurity, data, and business stakeholders.
Oversee the full lifecycle of enterprise applications, including planning, acquisition, development/configuration, testing, deployment, maintenance, and retirement.
Ensure system availability, performance, data integrity, and reliable operational support for mission-critical applications.
Manage vendor relationships, including software providers, integrators, and consultants; oversee contracts, licensing, and service-level agreements (SLAs).
Establish governance frameworks for application ownership, change management, configuration management, and release management.
Lead and oversee complex, cross-departmental enterprise software projects and programs using structured project and portfolio management practices to ensure predictable delivery of scope, schedule, budget, and quality outcomes.
Balance competing priorities across projects, operations; identify, assess, and mitigate risks; and ensure initiatives align with enterprise architecture standards and organizational strategy.
Design, document, implement, and continuously improve standard operating procedures (SOPs) for enterprise software development, configuration, deployment, support, and maintenance.
Establish consistent processes for intake, prioritization, approval, and delivery of application enhancements and new solutions.
Ensure compliance with internal policies, cybersecurity standards, data governance requirements, and applicable laws and regulations.
Monitor and evaluate operational effectiveness using metrics, KPIs, and service performance indicators.
Develop and manage the enterprise software budget, including forecasting, capital planning, and operational expenditures.
Optimize software licensing, maintenance, and support costs while maximizing value and performance.
Prepare clear, concise budget, operational, and executive-level reports.
Serve as the primary liaison between IT and business departments for enterprise software needs.
Translate business requirements into effective, sustainable technology solutions.
Communicate complex technical concepts clearly to non-technical stakeholders.
Build and maintain strong partnerships with internal departments and external agencies.
Performs related duties as required.
QUALIFICATIONS
Knowledge of: Enterprise software platforms, application architecture, and system integration.
Application lifecycle management, including modernization and cloud-based solutions.
Principles and practices of enterprise IT governance and service management.
Software development and configuration methodologies (Agile, hybrid, or structured).
Database concepts, data integrity, and application security fundamentals.
Project, program, and portfolio management principles.

Minimum Requirements Education/Training: A Bachelor's degree from an accredited college or university with major course work in computer science, information systems or a related field. A Master's degree in a related discipline is highly desirable.
Experience: Seven years (full-time equivalent) of increasingly responsible information systems experience including two years of administrative and supervisory responsibility. Additional qualifying experience may be substituted for the required education on a year-for-year basis.

SELECTION PROCEDUREApplications will be screened and the most qualified candidates will be invited to appear for testing. All positions require the ability to read, write and speak English. When testing is completed, candidates will be ranked on an eligibility list in the order of their test score. Selection for appointments is made from names certified on the eligibility list.
All appointments are subject to the successful completion of background investigation including LIVESCAN fingerprinting, and will be required to submit verification of the legal right to work in the United States. After appointment, classified employees must satisfactorily complete a probationary period to be eligible for regular status.
