JOB SUMMARYPlans, organizes and administers County Human Resources programs and activities, including employee relations, employment, classification and compensation administration, equal opportunity, and employee assistance and wellness programs; provides expert professional assistance to County management staff in personnel and related matters.
CLASS CHARACTERISTICS This class manages all human resources activities for the County, including recruitment and selection, job analysis, classification and compensation administration, employee training and development, employee assistance, employee relations and administration of contract agreements with employee organizations; and equal opportunity administration. The incumbent is accountable for accomplishing department goals and objectives and for furthering County goals and objectives in a quality improvement environment within general policy guidelines.

MINIMUM REQUIREMENTSEducation and Experience: Bachelor's Degree in Business, Public or Personnel Administration, Industrial Relations or a field related to the work AND four (4) years of full-time upper-level management experience over a comprehensive, centralized personnel system, preferably in a public agency setting. Possession of an advanced degree in an appropriate field is desirable. Equivalent combination of formal education and appropriate related experience may be considered.
Licensing and Certification: Possession of valid Nevada Class C Driver's License at time of appointment.
Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.
Citizenship: Candidates must be legally authorized to work in the United States.

EXAMPLES OF DUTIES- Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the Human Resources Department assuring consistency with County goals, objectives, and policies.
- Oversees the development and implementation of departmental and County policies and procedures.
- Prepares and administers the department's budget.
- Plans, organizes, administers, reviews and evaluates the activities of professional, technical and office support staff through subordinate managers.
- Contributes to the overall quality of the Human Resources department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
- Confers with County management regarding major personnel activities and/or problems.
- Provides direction to supervisory and management staff in the major disciplines of recruitment, selection, and job analysis for regular and temporary County staff; classification and compensation activities; employee assistance and wellness programs; employee development and training activities.
- Oversees procedures for the evaluation of employee performance.
- Administers employee relations programs, including the administration, interpretation and implementation of agreements with County employee organizations and procedures for grievance and dispute resolution.
- Administers the County's affirmative action/equal opportunity program for protected groups.
- Provides for and oversees the provision of various personnel services to other public agencies on a contractual basis.
- Selects assigned staff and provides for their training and professional development; interprets County policies and procedures; ensures effective morale, productivity and discipline of Human Resources staff.
- Provides professional expertise and assistance to management staff in the handling of personnel related issues.
- Drives a personal or County Vehicle to various work sites to attend meetings and provide consultation.
- Directs the conduct of analytical studies; develops and reviews reports of findings, alternatives and recommendations.
- Represents the County in meetings with representatives of governmental agencies, professional and business organizations, employee organizations, and the public; makes presentations to County Management, the Board of Commissioners and others.
- Monitors developments and legislation related to personnel matters, evaluates their impact upon County operations and recommends and implements policy and procedural improvements.
