    The Position

    OPEN & PROMOTIONAL EXAMINATION - SIX MONTHS PROBATIONARY PERIOD
    Positions in this classification operate heavy automotive, construction and maintenance equipment in the Glendale Water & Power Department.

    Essential functions of the job include, but are not limited to, the following:
    Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.

    Loads, unloads, and operates three-axle vehicles, truck-mounted loader, boom trucks, light duty graders, small skip-loaders, small tractors, and related light-duty equipment.

    Makes minor adjustments and emergency repairs to equipment.

    May be required to participate in related divisional cross-training efforts based on operational necessity. Experience and qualifications gained in this cross-training may apply towards promotional opportunities and transfers.

    Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

    Operates all diesel, propane, and gas-powered heavy automotive and construction equipment including, but not limited, to heavy trucks and crawler-mounted cranes, shovels and tractors, wheel and crawler-mounted loaders, graders, mobile pavement breakers, rollers, backhoes, scrapers, trenching machines, and related heavy-duty equipment.

    May direct the work of a crew of skilled or semi-skilled workers.

    Exercises independent judgment in performing designated tasks and may modify procedures where necessary to maintain production.

    Checks permits, orders material, keeps related records and prepares routine reports relating to time and materials, and equipment used.

    Ensures Department services are provided with exceptional customer service and ethical standards.

    Drives on City business.

    Performs other related duties as assigned or as the situation requires.

    When Assigned to the Water Section:
    May assist in performing water service installation, and water main service and repair, utilizing the necessary tools and equipment of the Water Section.

    When Assigned to the Electric Section:
    May assist field crew in repair, installation, and construction of conduits, vaults and related infrastructure.

    May operate designated heavy automotive construction and maintenance equipment within close range of electrical systems and energized high voltage station equipment and switch racks, perform semi-skilled electrical work and operate specialized electrical construction equipment such as boom equipped electrical line trucks, boom equipped insulator washing trucks, and truck mounted cranes.

    Minimum Requirements

    An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
    Experience
    Two years of experience in the operation of automotive mechanical equipment used in construction work and maintenance operations.

    Education/Training
    High School Diploma or equivalent.

    License(s)/Certification(s)
    Valid Class B California driver's license.
    Candidates with a commercial driver's license instruction permit will be allowed to participate in the selection process and proof of a valid Class B license with the necessary endorsements will be required prior to employment offer.

    A Class A driver's license, with applicable Department of Motor Vehicles (DMV) endorsements, prior to the completion of the probationary period.

    A Crane Operator Certificate may be required by the end of the probationary period.

    A current DMV printout is required. Applicant must provide a copy of their DMV driving record at the time of application. Failure to provide this record will disqualify the candidate from participating in the selection process. Multiple moving violations or major traffic accidents, and/or license suspension(s) within the last three years prior to the date of application may be grounds for disqualification.

    Knowledge, Skills & Abilities
    Knowledge of:

    Basic care and maintenance of motorized construction equipment.
    Proper traffic control and delineation procedures.
    Safety practices and procedures related to maintenance and operation of construction equipment.
    Safety rules, practices and principles as they relate to working within close range of electrical systems and high-voltage equipment.

    Skill in:
    Operating heavy automotive and power driven mechanical equipment used in construction and maintenance work including heavy trucks, graders, mobile pavement breakers, rollers, backhoes, scrapers, trenching machines, crawler-mounted equipment, and pavement milling machines.

    Ability to:
    Provide exceptional customer service to employees and vendors.
    Communicate orally and in writing in English.
    Develop necessary skills from on the job training and meet standards of performance for the classification by the end of the probationary period.
    Effectively lead and oversee subordinates.
    Establish and maintain effective working relationships and resolve interpersonal conflicts.
    Foster a teamwork environment.
    Model and practice the highest standards of ethical conduct.
    Operate the particular type of equipment assigned.
    Provide clear work instruction.
    Provide exceptional customer service to those utilizing GWP Department services.
    Read, write and comprehend directions in English.
    Skillfully and safely operate equipment to which assigned.

    Other Characteristics
    Willingness to:

    Work overtime as requested or required.
    Assist field crews in performing maintenance and construction work as needed.
    Assume responsibility for maintaining a safe working environment.

    Promotional Eligibility
    Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).

    Selection Process

    EVALUATION OF APPLICATION: Submitted Application will be reviewed to ensure applicants meet the minimum requirements. Only the most qualified applicants will be invited to participate in the selection process.
    PERFORMANCE EXAMINATION: (Pass/Fail) To evaluate the applicant's ability to operate construction equipment. Applicant must score a minimum of 70% on the performance examination to pass. Approximately the top 12 scoring candidates who score the highest on the performance examination will advance to the next stage of the selection process.
    ORAL INTERVIEW: (Weight of 100%) To evaluate the applicant's experience, education, and personal fitness for the position.
    Candidates must achieve a minimum score of 70.00% in order to be placed on the eligible list.

    TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED. Evaluations will be based on the candidate's education and experience relevant to the position. Examinations will assess evaluate the candidate's education, experience, knowledge and skills related to the job. The City of Glendale reserves the right to modify the examination components or their weighting. If changes are necessary, candidates will be informed of the specific examination components and their weight before the examination is administered. The selected candidate will undergo a background check, including Livescan fingerprinting.
