    Culver City is a Charter City incorporated in 1917, and is a destination filled with outdoor cafes, unique shops and galleries opening onto pedestrian-friendly boulevards.     The City of Culver City is seeking a positive, motivated, self-starter to join the City. Positions in this classification require the frequent use of a high degree of independent judgment in making decisions in accordance with established rules and procedures, are expected to assume significant responsibility for the development and implementation of City policy in an assigned area, serve as an expert in one or more specific technical areas, and represent the interests of the City on substantive policy and operational questions and make commitments within broad guidelines.

    THE POSITION

    The following tasks are essential for this position. Incumbents in this classification may not perform all these tasks or may perform similar related tasks not listed here.

    • Functions as a member of the department head's management team in discussing and reviewing overall departmental problems, priorities, and methods for addressing these problems.
    • Leads and participates in legislative analysis activities performed by the department. Develops positions relative to legislation with a potential for major impact on departmental operations. May advise the public and City employees regarding ordinances and regulations as related to the incumbent's department and may make recommendations as to where to seek enforcement.
    • Develops and recommends approval of objectives, policies, and programs in financial, data processing, budget administration, public relations, and personnel services areas.
    • Plans, organizes, and coordinates preparation of budgets. Evaluates the annual budget request against goals established for the divisions and revenue projections. Recommends changes in division requests to the department head.
    • Develops short- and long-range program plans for the department to meet objectives established by the department head and the management team.
    • Thoroughly analyzes fiscal impact for programs and issues, requirements, and requests for services. Collects data sufficient to support conclusions and recommendations. As appropriate, informs other City employees of the findings that affect the operation of another department. Conducts analysis consistent with established deadlines.
    • Makes effective verbal presentations and written reports for the City Council, boards and commissions, staff, intergovernmental and citizen groups. Develops and presents ideas and issues in a convincing verbal and written manner.
    • Develops and maintains effective working relationships with members of the City staff, intergovernmental and citizen groups, and departmental staff.
    • Keeps the department head informed of problems and issues within the department and within overall City operations of which their department head may not be aware.
    • Maintains effective and continuing rapport with other governmental units. Effectively represents Culver City on issues of importance to the City.

    About the Senior Management Analyst Position (Budget and Revenue):
    The Senior Management Analyst (Budget) plays a crucial role in ensuring the efficient and cost-effective operation of the City's Finance Department. This involves a diverse range of responsibilities including professional experience with developing, implementing, and monitoring municipal or other governmental agency operating and capital budgets. The position is responsible for developing and reporting information to the Management Analyst, and policy makers. Additionally, they will assist in budget preparation and monitoring, project management, and the development of performance metrics to track the division's effectiveness. In this dynamic role, the Senior Management Analyst must be highly organized, possess strong analytical and problem-solving skills, and be able to adapt quickly to changing priorities.

    Education and Experience Minimum requirements:
    Any combination equivalent to training and experience that could likely provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
    • A bachelor’s degree from an accredited college or university in public administration.
    • Four (4) years of responsible management assistance experience in a public sector organization.


    EXAMINATION PROCEDURES

    Only the most qualified candidates will be invited to advance to the next stage in the recruitment process, which will consist of an oral appraisal interview. Candidates who are not invited to the next stage will be deferred and may receive future consideration. The oral appraisal interview is tentatively scheduled for the week of April 13, 2026.
