Job Summary: Our Utility Asset Manager is responsible for the strategic oversight, planning, and management of utility infrastructure assets, including water, wastewater, broadband, and electric systems. This role ensures the effective lifecycle management of assets to optimize performance, minimize risk, and ensure regulatory compliance. The Utility Asset Manager collaborates with engineering, operations, and finance teams to implement asset management best practices and support capital planning and maintenance strategies. This is a supervisory position that will lead the Utility Solutions and Technology (UST) GIS team. This position reports to the Utility Solutions and Technology Manager.
The salary range for this position is
$100,339.62 - $145,492.46 annually with a hiring range of
$100,339.62 - $122,916.04, depending on qualifications and experience.

Essential Functions: - Provide leadership, direction, and oversight to the Geographic Information Systems (GIS) team
- Manage day-to-day activities of GIS staff, including assigning tasks, setting priorities, and ensuring timely completion of projects.
- Develop and maintain a comprehensive utility asset management program, including asset inventory, condition assessment, risk analysis, and lifecycle planning.
- Lead the continuous improvement of asset management systems (e.g., GIS, CMMS).
- Conduct asset condition assessments, risk evaluations, and lifecycle cost analyses to inform maintenance and capital investment strategies.
- Collaborate with engineering, operations, finance, and UST teams to align asset management practices with organizational goals.
- Monitor and report on asset performance, reliability, and service levels using KPIs and dashboards.
- Develop and maintain asset management policies, procedures, and documentation.
- Provide technical guidance and training to staff on asset management principles and tools.
- Coordinate with engineering and operations teams to prioritize capital improvement projects and maintenance activities based on asset condition and criticality.
- Analyze asset performance data to identify trends, forecast needs, and support data-driven decision-making.
- Prepare and present reports, dashboards, and recommendations to leadership, stakeholders, and governing bodies.
- Lead or participate in cross-functional teams for special projects, audits, and strategic initiatives.
Other Job Functions: - Evaluate technologies and provides both tactical and strategic direction for the Utilities.
- Work closely with utility divisions to manage workflow, solve problems, meet schedules, and improve service through use of cost-effective utility solutions that meet business objectives.
- Participate in the development and maintenance of the UST yearly budget
- Assist utilities department staff with various water, wastewater, broadband, and electric activities.
- Performs other duties as assigned.

Qualifications: Education: - Required: 4 Year/Bachelor's Degree: Engineering, Asset Management, GIS, or a related field.
Experience: - Required: 5 Years experience in utility asset management, public infrastructure, asset management software, GIS systems, or related fields.
- Required: 2 Years of supervisory experience.
An equivalent combination of education and or experience may substitute for education requirements on a year for year basis.
Certifications: - Must possess a valid driver's license.
Knowledge, Skills, and Abilities: - Strong analytical and problem-solving skills.
- Leadership and team building skills to direct the activities of individuals and/or groups toward the accomplishment of goals.
- Excellent communication and interpersonal abilities.
- Proficiency in data analysis, reporting tools, and project management.

- Knowledge of utility operations, maintenance practices, and regulatory requirements.
Physical Demands and Working Conditions: - Frequent: Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.
- Occasional: Light to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks. Frequently works with light objects and light hand tools.
Working Environment: - Frequent: Exposure to routine office noise and equipment.
- Occasional: Exposure to hazards typically found in general office environments where there is rarely to no exposure to injury or accident.
- Occasional: Exposure to heat and noise along with working outside in the elements.
