    Job Summary

    Mohave County Public Works - Emergency Management Division is currently seeking to fill an Emergency Management Technician position.

    We are located at 3715 Sunshine Dr., Kingman, AZ.

    Emergency Management Technician-> Salary Range 15 Steps 1-12 $23.26 - $32.20/hr.

    Essential Job Functions

    • Provides support for Emergency Activation and Readiness functions including attending training sessions for emergency management skills.
    • Monitors and tests multiple communication systems for operational integrity; programs radio frequencies; participates in State testing for Emergency situations and other types of radio testing on a regular basis.
    • In an emergency, responsible for setting up and providing basic support for computers, phones, printers, fax machines, radios and satellite phones; manages video conferences; arranges functional workspaces; operates State Communication Van (TOAD); distributes, tracks and provides instruction for the use of cache radios, batteries, satellite phones, and laptops; sets up and manages video conferencing units.
    • Assists activation and operation of emergency operations center and coordination with County departments and emergency services entities in the public and private sectors.
    • Assists in managing grant deliverables; to include preparing and submitting quarterly operational/status reports, comprehensive cost expenditure and time/effort reports, and reimbursement requests, including all backup documentation.
    • Prepare grant applications to secure funding.
    • Monitor program and financial reports; develop and submit necessary budgetary information; administer program budgets.
    • Perform finance and administration functions under emergency management activities; develop claims and manage emergency reimbursements and emergency project closeout.
    • Coordinates with state and federal agencies for response and recovery operational and financial assistance.
    • Maintains current emergency contact list, resources list, and personnel training records.
    • Creates, reviews, and revises various internal and countywide emergency plans and procedures.
    • Communicates and acts in a professional manner with the public, co-workers, and work contacts.
    • Monitors credit card account purchases, transactions and completes required reports.
    • Makes necessary travel arrangements; prepares travel advances, processes reimbursement claims and maintains travel calendar.
    • Types, files, faxes, create reports, keep records and answers phones.
    • Greets customers and answers complex and/or simple questions and directs inquiries to appropriate personnel.
    • Composes correspondence and other documents to respond to inquiries and to obtain, update or provide information.
    • Establishes and maintains filing, indexing and cross-referencing systems. Stays compliant with state records retention schedules.
    • Audits incoming and outgoing data for accuracy, completeness and quality. Resolves errors and omissions.
    • Coordinates the purchase of materials, equipment and supplies.
    • Prepares or assists in the preparation of specifications. Conference with department officials regarding items to be purchased.
    • Operates common office machines to include computer keyboards and related peripheral equipment.
    • Respond as required in the event of an emergency incident. Serve as a staffer of the Emergency Operations Center.
    • Prioritizes and practices personal job safety and monitors, evaluates, and proactively enhances safety practices of coworkers.


    Minimum Qualifications

    • High School diploma/GED (General Education Degree).
    • Three (3) years of progressively responsible technical or administrative support experience, of which at least two (2) year s of progressively responsible experience performing advanced level technical or office support work preferably in Emergency Services, Incident Command, Emergency Operations Center (EOC) staff, or related field.
    • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities will be considered in meeting the minimum qualifications.


    SPECIAL JOB REQUIREMENT
    • Must pass drug screen post offer.
    • Must have the ability to meet Arizona State Forestry Wildland Red Card light duty requirements.
    • Must have the ability to obtain National Incident Management Systems (NIMS) certification and completion of EMI Professional Development Series certificate within one (1) year of hire.


    Knowledge, Skills & Abilities

    • Federal, State, County and City emergency operations plans and management laws statutes, rules, regulations, guidelines, practices and procedures.
    • Geographical layout of local and regional areas.
    • Extensive knowledge and proficiency in a broad range of emergency management theory and practice.
    • Homeland Security and other grant guidelines and Fixed Assets Inventory Management Systems (FAIMS) guidelines.
    • National Incident Management Systems, command systems and terminology.
    • Procedures, terminology, equipment, accepted or common practices, and policies of the assigned specialized work and the department/area to which assigned.
    • English grammar, spelling, punctuation and arithmetic.
    • Modern office practices, procedures and equipment.
    • Filing, index and information systems.
    • Organization of the department.
    • Applicable rules, laws, regulations and practices.
    • Researching, analyzing, developing and implementing organizational policies and procedures.
    • Emergency functions and required technical operations of communications equipment used in the performance of carrying out assigned duties during any emergency.
    • Efficiently operating and utilizing modern office machines is necessary to include typewriters, fax transmittal machines, calculators, and the use of computer keyboards and related software and peripheral equipment.
    • Interpersonal communication and interagency coordination.
    • Comprehensive computer literacy includes use of electronic spreadsheet and word processing applications, etc.
    • Effectively communicate and establish relationships with the public, staff, and work contacts.
    • Use good judgment in assessing an emergency and responding appropriately.
    • Multi-task with many assignments and a variety of situations.
    • Effectively perform the responsibilities of the specialty field and the position.
    • Maintain confidentiality. Work independently in completing assigned tasks accurately and maintaining standard correspondence, files, and reports of the office.
    • Organize and prioritize assignments, cope with varying demands and work under pressure with frequent interruptions.
    • Analyze information, and interpret and apply technical, legal and departmental information encountered in the performance of responsibilities.
    • Develop appropriate, effective and efficient methods of completing assignments through others.
    • Follow complex oral and written instructions.
    • Type accurately and at a speed necessary to fulfill job responsibilities.
    • Set up and work in spreadsheets and word processing applications.
    • Perform the essential functions of the job specifications with or without reasonable accommodation.
    • Respond if needed to assist in emergency response or management activities at hours other than regular work hours.
