    PURPOSE OF DIVISION
    The purpose of the Infrastructure and Planning & Development Divisions are to manage the whole life cycle (planning, design, construction, commissioning, assessment of condition, modifying, replacing and decommissioning/disposal of physical and infrastructure Houston Airport System (HAS) assets consistent with environmental regulations and best management practices. In addition to the responsibilities related to physical assets, the Infrastructure and Planning & Development Divisions manages the HAS portfolio of energy producing assets and resources, with a focused goal to improve reliability, resilience, sustainability, and cost effectiveness. Overall, the Infrastructure and Planning & Development Division’s mission is to maintain and extend the effective life cycle of HAS’s physical assets and replace them when it is no longer financially feasible to extend the life of these assets, or they no longer support required Airport mission requirements.

    PURPOSE OF THE POSITION

    The purpose of this position is to provide administrative, analytical, and technical support ensuring that the Houston Airport System (HAS) is compliant with environmental regulations. Under the general direction of the Aviation Environmental Chief (Deputy Assistant Director) - Planning & Development, the Staff Analyst is responsible for supporting the daily operations of the Environmental Business Unit. The Staff Analyst will support in managing the On-Call Aviation Environmental Contract. Completes special projects as assigned, working on a wide variety of financial, administrative, management, environmental issues and emergency response problems of simple to medium complexity. May participate in the development of resiliency and sustainability master plans with both short- and long-term objectives. Analyzes and reviews management practices, procedures, tracking systems and develops recommendations for improvement.

    The Staff Analyst responsibilities of this position include, but are not limited to:
    • Investigates and makes recommendations for addressing issues of medium complexity and/or sensitivity.
    • May be assigned management responsibilities on a limited basis for certain functions, units or programs.
    • Compiles data, produces information and interprets results through conclusion or recommendation formulation. Develops reports, special documents or publications as assigned.
    • Represents supervisor at meetings and functions generally to gather information.
    • Handles highly confidential information.
    • Prepares, edits and revises department policy and procedure manuals. Responds to correspondence, requests for information, etc. as assigned by supervisor.
    • May participate in the development of management and administrative policies, procedures and master plans with both short- and long-term objectives. Analyzes and reviews management practices and procedures and develops recommendations for improvement.
    • Negotiates solutions for problems of simple to medium complexity as assigned by supervisor.
    • Interprets administrative policies and oversees communication with department personnel regarding these policies.
    • Participates in evaluation and design of workflow, processes, various operations systems, etc.
    • Develops technological solutions and systems for continuous improvement programs and other appropriate applications.

    WORKING CONDITIONS

    The position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS

    Requires a Bachelor’s Degree in Business Administration, Public Administration or a field directly related to the type of work being performed.

    Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.

    EXPERIENCE REQUIREMENTS

    Three years of professional administrative, financial, or analytical experience related to the type of work being performed are required.

    Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

    LICENSE REQUIREMENTS

    May require a valid Texas driver's license and compliance with the City of Houston's policy on driving.

    PREFERENCES

    PREFERENCES:
    • Experience and knowledge of current aviation industry guidelines and regulations
    • Experience in environmental policy, management and compliance
    • Experience in procurement and management of environmental contracts (reviewing invoices, payments, and MWBE/DBE tracking)
    • Experience interfacing with environmental consultants
    • Experience with Microsoft 365 applications including the use of SharePoint to manage content and internal communications
    • Advance level Microsoft Excel and PowerPoint skills
    • Experience with Letter of Authorizations (LOA), tracking and closeout
    • Experience managing electronic agreements and signatures via DocuSign
