    Associate Engineer

    OPEN TO THE PUBLIC

    This recruitment is being held to establish an open eligible list to fill current and future Associate Engineer positions. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the City of Menifee.

    THE DEPARTMENT
    The Engineering Department plays a vital role in shaping the City’s infrastructure and supporting responsible development. The department is responsible for reviewing and permitting all land development maps and plans, ensuring that proposed projects meet City standards and regulations. It manages agreements with developers to guarantee the installation of public improvements as required for project approval.
    The Engineering team also reviews detailed plans and specifications for public infrastructure, oversees grading and construction activities related to private development, and leads the design and construction of City-funded public works projects (Capital Improvement Program (CIP) Division). In addition, the department coordinates with neighboring cities and regional agencies on collaborative projects that benefit the Menifee community. Through these efforts, the Engineering Department ensures safe, efficient, and sustainable growth across Menifee.

    THE OPPORTUNITY
    The Associate Engineer will be responsible for managing and delivering Capital Improvement Program (CIP) projects that support the City’s growing infrastructure needs. This includes overseeing project planning, design, budgeting, construction, coordination with consultants and contractors, and ensuring projects are completed on time and within scope. The role provides essential technical expertise to advance high-priority public works improvements throughout Menifee.
    The current vacancy is within the Capital Improvement Program (CIP) Division; however, this recruitment may also be used to fill future Associate Engineer openings in other divisions within the Engineering Department.

    The Associate Engineer will be responsible for, but not limited to, the following:
    • Plan, design, and oversee civil engineering and public works projects, including research, field studies, preparation of plans and specifications, cost estimates, and engineering support during construction.
    • Coordinate project activities with permitting agencies, utility companies, consultants, contractors, and other City departments.
    • Review engineering plans, calculations, subdivision documents, and development proposals for compliance with City standards, codes, and regulations.
    • Review and approve cost estimates for bonds and agreements; prepare and route required documentation for legal and engineering approval.
    • Identify and resolve traffic signal timing and congestion issues in coordination with the Traffic Engineer and Caltrans.
    • Provide construction administration and inspection for City projects, including schedule coordination, progress monitoring, project accounting, and public notifications.
    • Investigate field issues, respond to citizen inquiries, and provide technical guidance regarding permits, right-of-way, utilities, and development requirements.
    • Prepare project records, reports, and documentation; maintain databases and perform necessary calculations.
    • Attend meetings, trainings, and professional development activities to stay current with engineering standards and practices.
    • Provide technical direction and support to engineering and technical staff as needed.
    • Maintain effective working relationships with City staff, outside agencies, community organizations, and the public.


    Additional job duties specific to the Land Development Division include:
    • Administer and process encroachment, grading, and improvement permits, including fee calculations, documentation, and final closeout.
    • Verify grading approvals, certifications, and conditions of approval required for building permits and Certificates of Occupancy.
    • Manage plan checks, grading plans, parcel maps, parcel mergers, lot line adjustments, and related development review tasks.


    MINIMUM AND DESIRABLE QUALIFICATIONS
    The ideal candidate will hold a bachelor’s degree in civil engineering from an accredited four-year college or university and possess three (3) years of professional experience in engineering design, plan review, and project administration. Experience in a public agency setting is highly desirable.

    Required Licenses and Certifications
    • Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
    • Possession and maintenance of an Engineer-in-Training (EIT) Certification.

    RECRUITMENT PROCESS
    Human Resources (HR) reviews all application materials to determine whether candidates meet the established minimum and preferred qualifications. Those who qualify will be advanced to the next stage of the recruitment process. All applicants will receive email notifications regarding their status.

    Appraisal Interview
    Applicants will participate in an oral interview conducted by a panel of subject matter experts. Evaluations will be based on responses to structured questions specifically designed to assess each candidate’s qualifications and suitability for the position.

    Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.

    Eligible List: Once the appraisal has been completed, HR will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.

    WORKING CONDITIONS
    Physical Demands

    Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; inspect City development sites, including traversing uneven terrain, climbing ladders, stairs, and other temporary or construction access points; to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Acute hearing is required when providing telephone and personal service. This is primarily a sedentary office classification although standing in work areas and walking between work areas and to conduct inspections may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Employees in this bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

    Environmental Elements

    Employees primarily work in a standard office setting and may be exposed to varying temperatures, moderate noise levels, no direct exposure to hazardous physical substances, and often work with constant interruptions. Employees may work in the field and occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures and City codes.

    City employees are expected to work overtime, weekends, evenings, and holidays as required to accommodate the City’s needs, in addition to responding as a Disaster Services Emergency Worker.

    History of Menifee Roads

    In the 1940's many of the Menifee roads that you see today were given a "family name." These names could be traced back to an early settler of Menifee who had owned a property in a specific location. The list of Menifee roads has a unique history and is a part of Menifee’s culture today.

    Early Inhabitants

    The area was originally inhabited by the Luiseno and Pechanga Indian tribes, and in the 1700s, the area fell under the rule of the Spanish empire. The area was eventually annexed into the United States from Mexico in 1850 under California's statehood.

    Farming activity beginning in the mid-1800s was concentrated in the Menifee area. Mining activity began in the early 1880s with the discovery of a significant quartz lode by miner Luther Menifee Wilson. Menifee derived its name from that mining operation.

    Early Development

    Early development of the City of Menifee began with Sun City in the early 1960s as the concept of an active retirement community that was envisioned by Del Webb, a major building contractor from Phoenix, Arizona. Sun City is centrally located within the City of Menifee with a mix of residential and commercial activity.

    The Menifee area began to grow further in 1989 with the master-planned community of Menifee Lakes and continues to be one of the fastest growing communities in California. Quail Valley is a semi-rural residential community in the northwestern section of the city, and Romoland is a residential and commercial community located in the northeastern section of the city.

    Schools

    Elementary and middle school education in the City of Menifeeare provided by the Menifee Union School District and the Romoland School District. High school education is provided by the Perris Union High School District. The City of Menifee is also home to Mt. San Jacinto College. The Menifee campus serves the TemeculaMurrieta, and Menifee area.

    Incorporation of the City

    On June 3, 2008, the residents of the communities encompassing the City of Menifee voted to incorporate Menifee into Riverside County's 26th city. The new City of Menifee was officially established on October 1, 2008.
