    JOB SUMMARY

    The Stormwater Systems Manager oversees the operations and activities of the City’s Stormwater System Division to ensure effective management, compliance, and performance of stormwater infrastructure and services. It administers the City’s MS4 permit, prepares and submits required regulatory reports, and manages projects and maintenance activities within the division. This role supports organizational effectiveness by coordinating work orders, ensuring regulatory adherence, and providing leadership and supervision to assigned personnel.

    ESSENTIAL FUNCTIONS

    • Oversees the City’s MS4 program by monitoring compliance with EPA and TCEQ regulations, maintaining required ordinances, preparing annual reports, coordinating data collection, and supporting partnerships with local entities.
    • Manage and oversee the City’s stormwater utility rate model to ensure adequate revenue for stormwater operations, maintenance, and capital improvements; coordinate periodic rate evaluations and updates as necessary
    • Ensures regulatory readiness by maintaining records for inspections and audits, responding to notices from regulatory agencies, correcting deficiencies, conducting field investigations, and developing Standard Operating Procedures outlined in the Storm Water Management Plan.
    • Manages stormwater system maintenance, operations, design, and construction by supervising crews, directing sweeping, herbicide, and de-icing programs, and implementing system management programs including MS4 activities and infrastructure improvements.
    • Responds to citizen concerns, assigns and monitors work orders, and ensures construction plans, as-builts, studies, and designs meet City standards.
    • Oversees GIS-based data collection and mapping of stormwater assets and identifies, prioritizes, budgets, and coordinates capital improvement projects with other City departments.
    • Provides administrative and project management leadership by developing and monitoring the division budget, goals, and performance measures; managing hiring, evaluations, training, policy implementation, and disciplinary processes; and ensuring compliance with safety and regulatory requirements.
    • Coordinates interdepartmental activities, manages City contracts including IDIQ contracts, and responds to public inquiries regarding stormwater system matters.
    • Provides on-call and emergency response support, collaborates with other divisions and departments as needed, and performs other duties as required.


    MINIMUM REQUIREMENTS & PREFERRED QUALIFICATIONS

    • Four (4) year bachelor’s degree in environmental science, civil engineering, environmental engineering or a related field. Commensurate combination of education and experience may be considered.
    • Five (5) years of progressive experience supervising the maintenance, operations, design, and construction of stormwater system infrastructure, including supervision of both field and office personnel
    • Must possess a valid Texas Driver’s License with an acceptable driving record.

    PREFERRED QUALIFICATIONS
    • Professional Engineer (PE) license in the State of Texas, or ability to obtain PE licensure within one (1) year of employment.
    • Certified Floodplain Manager (CFM) certification through the Association of State Floodplain Managers, or ability to obtain certification within one (1) year of employment.


    COMPETENCIES AND ENVIRONMENT

    KNOWLEDGE, SKILLS, AND ABILITIES
    • Knowledge of environmental regulations, municipal ordinances, and inspection or audit documentation, with the ability to interpret, apply, review, and prepare required records.
    • Knowledge of stormwater systems and drainage principles including pipes, inlets, culverts, channels, detention/retention systems, water quality treatment devices, and green infrastructure, as well as familiarity with common construction methods used in these systems to support evaluation of maintenance needs and system performance.
    • Skill in verbal and written communication, with the ability to maintain effective working relationships with City departments, regulatory agencies, industrial users, businesses, and the general public.
    • Ability to hire, train, supervise, and evaluate assigned personnel to support division performance and compliance.
    • Ability to manage assigned budgets to ensure responsible and effective use of resources.


    PHYSICAL DEMANDS

    This position requires the ability to lift up to 50 pounds rarely. Subject to fine dexterity, vision and hearing constantly; sitting and talking frequently; standing, walking, handling and foot controls occasionally; lifting, carrying, pushing/pulling, reaching, kneeling, crouching, crawling, bending, twisting, climbing and balancing occasionally.

    WORK ENVIRONMENT

    Working conditions involve occasional exposure to stormwater, rough terrain and confined spaces when conducting field operations.
