    ABOUT THIS POSITION:
    We are pursuing qualified candidates to fill Program Implementation Manager, Health Services positions within the Department of Public Health. We are looking for someone who manages a major section in the planning, development, coordination, implementation, and administration of departmental strategic health care program initiatives and projects.

    Essential Job Functions

    What will I do as a Program Implementation Manager, Health Services?

    • Directs all activities of the Office of Environmental Justice and Climate Health. The position will plan, manage the development of environmental health policies and practices, implement policies, practices and manage the delivery of countywide strategic public health initiatives on behalf of the Department. This position will be responsible for providing administrative direction and lead the planning to address environmental justice issues along with climate health. Additionally, the position will provide technical advice to County representatives on environmental justice and climate health issues impacting the public’s health.
    • The position is needed to collaborate with regulatory agencies, municipal administrators, residents, community leaders, and industrial representatives during industrial releases where multi-agency efforts are required to restore communities from toxic environmental exposure events. The position will manage highly complex, system-wide long-term planning; community-wide initiatives; public awareness campaigns; grant preparation and management; community engagement; health impact assessments, and environmental and health data collection and analysis.
    • Coordinates all aspects of implementing the division’s strategic plan passionate about environmental justice and climate health. Directs planning development within this division. Collaborates closely with Unit managers to achieve established objectives and support the Board’s and program’s mission. Connects with County representatives and community members on Environmental Justice and climate health initiatives.
    • Manages a team of health program analyst professionals; delegates assignments, evaluates their work, assesses performance, trains and mentors; and supervises the collaboration and coordination among all Environmental Justice and Climate Health initiatives with community members, partners, County representatives, etc.,; directs and provides administrative and technical direction to staff within the Office of Environmental Justice and Climate Health.
    • Builds partnerships with multiple County departments to use the expertise and capacity of other agencies. These agencies include the Chief Executive Office (CEO), Chief Sustainability Office, Office of Oil and Gas, County Counsel, and other relevant departments. The role involves participating in environmental equity and climate-related meetings on critical matters. It also represents LA County constituents by working closely with collaborators and County Counsel.
    • Leads the development, implementation, and management of the program budget along with looking for grant opportunities to fund activities within the branch. Facilitates group or one-on-one meetings with State representatives, County and municipal executives, other county directors, community leaders and community-based organizations.
      Oversees the creation and application of Environmental Justice and Climate evaluation efforts. This ensures program health results and adherence to regulations. It also assesses the impact on the populations served. Guides research and examination of health program data. Produces reports on Environmental Justice and Climate health programs, containing findings, conclusions, and suggestions for executives and official publications.
    • Serves as a departmental spokesperson for environmental justice and climate health at County and community events, as well as provides presentations before high-level county and departmental commissions, board meetings, etc.


    Requirements

    REQUIREMENTS TO QUALIFY:

    OPTION I:

    Four (4) years of progressively responsible experience* in a staff capacity** analyzing, evaluating, coordinating, and making recommendations for a variety of healthcare programs for a large integrated healthcare delivery system***, one year (1) of which must have included supervisory Environmental Health experience**** at the level***** of Los Angeles County's class of Senior Staff Analyst, Health , Assistant Hospital Administrator IV , or higher.

    OPTION II:

    Four (4) years of progressively responsible experience* in a staff capacity** analyzing, evaluating, coordinating, and making recommendations for a variety of human services programs for a social services provider, one year (1) of which must have included supervisory Environmental Health experience**** at the level***** of Los Angeles County's class of Senior Staff Analyst, Health , or higher.

    LICENSE:
    A valid California Class "C" Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS:
    2 - Light -
    This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    SPECIAL REQUIREMENT INFORMATION:
    You must POSSESS and CLEARLY EXPRESS detailed years of experience performing relevant duties, related to the requirements within your online job application under the "Experience" area .


    * Progressively responsible experience is defined as work experience that clearly shows an upward progression in the level of duties and responsibilities from one job to the next.

    ** Staff capacity is defined as work in an advisory capacity to line managers to provide program and administrative support. Work includes assisting and supporting administration by doing research, analysis, and making recommendations to line managers on matters such as: utilization of personnel; allocation of funds; workload and workload fluctuations; and programs and procedures for accomplishing work objectives. Work under general supervision of the line or division manager.

    ***A large integrated healthcare delivery system is defined as a network of healthcare providers, including hospitals, physician groups, and other ancillary services, that work together under one organization to provide a coordinated continuum of care to a defined patient population.

    ****Environmental Health Experience consists of knowledge, skills, and practical expertise acquired through work in fields related to environmental health which includes knowledge of environmental justice and climate health. Environmental health experience includes the assessment, management, and mitigation of health risks associated with environmental factors and evaluating the impact of these hazards on public health. As well as developing strategies to manage or reduce risks to human health from environmental hazards and implementing control measures, safety protocols, and best practices to mitigate exposure. Experience in regulatory compliance of local, state, and federal environmental regulations and standards.

    DESIRABLE QUALIFICATIONS:

    Credit will be given to applicants who possess the following desirable qualifications:
    • Additional points will be awarded for supervisory Environmental Health experience **** beyond the Requirements .
    • A Bachelor’s degree from an accredited college or university in Public Health, Environmental Studies, Environmental Science, Environmental Law and Policy, Environmental Justice, Environmental Engineering, Environmental Social Sciences, Environmental Humanities, or a closely related field.
    • A Master’s degree from an accredited college or university in Public Health, Environmental Studies, Environmental Science, Environmental Law and Policy, Environmental Justice, Environmental Engineering, Environmental Social Sciences, Environmental Humanities, or a closely related field.

    EXAMINATION CONTENT:
    This assessment type will evaluate the experience you list on a questionnaire and assign a score based on a standardized scoring system.

    This part of the assessment is worth 100% of your total score and assesses: Requirements and Desirable Qualifications.

    Candidates must meet the requirements to qualify and must achieve a passing score of 70% or higher on the examination in order to be added on the Eligible List.

    Passing this examination and being added to the Eligible List does not guarantee an offer of employment.

    ELIGIBILITY INFORMATION & VACANCY INFORMATION:
    Applicants who passed the assessment(s) are placed on a list in the order of their score group for a period of twelve (12) months.
