    The Job

    The Department of Aging and Adult Services - Public Guardian is recruiting for Program Manager I* for the Age Wise Program. The Age Wise Program is a seven-time national award-winning behavioral health and wellness program that serves the older adult community throughout San Bernardino County. The Program Manager is responsible for managing a key program component and assisting in planning and organizing a comprehensive behavioral health program; preparing, monitoring and enforcing contracts with behavioral health service providers; and providing clinical and/or administrative supervision. A vacancy currently exists in the Department of Aging and Adult Services - Public Guardian's Age Wise Program. The resulting eligible list will only be used to fill vacancies within the Department of Aging and Adult Services - Public Guardian.

    CONDITIONS OF EMPLOYMENT

    Background Investigation: Applicants must pass a background investigation, which includes fingerprinting, credit check, and/or medical exam, prior to appointment.

    Travel: Travelthroughout the County may be required. Employees may be required to make provision for transportation and to use personal vehicles (mileage reimbursement is available). At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.

    License: Position requires licensure as a Clinical Social Worker. Applicants must provide license information on the supplemental questionnaire to be considered.

    Training: Incumbents must complete forty (40) units of CA State Association of Public Administrators, Public Guardian, and Public Conservators training within a four (4) year period.

    Work Location: Incumbents will be assigned to work at the Office of the Public Guardian (OPG) located at 686 E. Mill St. San Bernardino, CA 92415-0647. Office location may change due to space and department operational needs.

    Minimum Requirements

    License: Position requires licensure as a Licensed Clinical Social Worker (LCSW). Applicants must provide license information on the supplemental questionnaire to be considered.

    -AND-

    Education: Bachelor's degree or equivalent in behavioral or social science, healthcare administration, human services, public/business administration, legal studies, or related field of study.

    -AND-

    Experience: Two (2) years of full-time professional-level administrative, clinical, and/or supervisory experience, which includes one (1) year working within a mental health system with responsibilities in one or more of the following areas: development and monitoring of programs, policies and procedures; compliance/quality management; data/legislative analysis; monitoring contracts; or budget/fiscal administration. Clerical and/or routine accounting experience is not considered qualifying.

    A Master's degree in a qualifying field may substitute for up to one (1) year of the required experience, with one (1) year of experience working within a mental health system.

    Desired Qualifications

    The ideal candidate will possess a Master’s degree in a qualifying field and at least one (1) year of experience supervising a behavioral health or other governmental program. The candidate should demonstrate public speaking experience, including preparing and delivering presentations to stakeholders. Excellent oral and written communication skills, strong management abilities, and knowledge of the public behavioral health system are highly desirable.
