    JOB SUMMARY
    The Director - Distribution & Collection Operations is responsible for all aspects of monitoring, maintenance, construction, repair, and replacement of the water distribution and wastewater collection systems in accordance with all safety guidelines.

    ESSENTIAL FUNCTIONS
    • Supervises, selects, develops, trains, mentors and evaluates personnel and enforces corrective action up to, and including termination.
    • Forecasts, allocates, and monitors the human, physical and financial resources for assigned area.
    • Provides technical and functional guidance to various internal and external entities.
    • Develops measures to analyze and improve department's overall efficiency to ensure best business practices.
    • Develops, recommends, and implements department's procedures.
    • Complies with all local and state regulatory requirements.
    • Reviews and recommends improvements in construction plans.
    • Develops and monitors training requirements for personnel.
    • Applies generally accepted business management and public administration principles and practices.
    • Performs other duties as assigned.

    DECISION MAKING
    • This position works under limited supervision.
    • May represent Vice President or act on their behalf during their absence.

    MINIMUM REQUIREMENTS
    • Bachelor’s Degree in Engineering, Industrial Management, Construction Management, Business Administration or related field from an institution accredited by a recognized accrediting agency OR High School Diploma or GED plus Ten (10) years’ experience in Water and/or Wastewater Operations.
    • TCEQ Class "C" Water Distribution Operator License within 24 months of hire.
    • Proficient in the use of materials, tools, utility calculations and equipment commonly used in construction, maintenance or repair of water distribution, wastewater treatment and collection systems.
    • Ability to use word processing, spreadsheet, database, computerized maintenance management system and presentation software.
    • Work Zone Traffic Control, Competent Person, Excavation Safety, Confined Space certified or obtain within twelve months.
    • Valid Class "C" Texas Driver's License.


    PREFERRED QUALIFICATION

    • TCEQ Class "B" Water Distribution Operator License and Class "III" Wastewater Collection Operator License.

    JOB DIMENSIONS
    • Skill in using word processing, spreadsheet, database, computerized maintenance management system and presentation software.
    • Ability to establish and maintain effective working relationships with internal staff and external contacts, including executive management, Board of Trustees, contractors, consultants, local, state and federal leaders and representatives.
    • Ability to communicate effectively, verbally and in writing.
    • Ability to train and mentor employees.
    • Ability to exhibit high standards of business and personal ethical conduct, leadership, teamwork, positive attitude, initiative and problem solving skills.
    • Ability to work hours other than the regular daytime schedule such as nights, weekends, and holidays under emergency response situations.


    PHYSICAL DEMANDS AND WORKING CONDITIONS

    Working conditions are primarily in an office environment and occasionally field visits. Working conditions for field visits are primarily outside with frequent exposure to inclement weather; wastewater; mechanical, chemical and confined space hazards; high voltage equipment; offensive fumes; excessive noise; heavy traffic; deep excavations; and animals, snakes and poisonous insects. May also operate a company vehicle on a daily basis.
