    Assistant Engineer

    The City of Concord is seeking an Assistant Engineer in the Engineering Division of the Community Development Department.

    The Community Development Department:
    The City of Concord’s Community Development Department, or CDD, is home to several divisions, which work together to maintain and improve the quality of life for residents and visitors. From Planning and Housing to Building and Engineering, CDD focuses on enhancing the quality of life for Concord’s residents and businesses.

    The Engineering Division is dedicated to:
    • Design and construction of city projects
    • Public assistance with street, sewer, storm drain and flood zone inquiries
    • Serving its residents and businesses in providing permitting and review of private development


    What you will be doing in this role:
    The Assistant Engineer will work in the Current Development section of the Engineering Division, on a variety of different tasks. The position will collaborate with other City divisions including Planning, Transportation and Building, to review plans, research inquiries, and provide direct assistance to the public. The position will also be responsible for technical reviews of private civil engineering designs such as grading and drainage, storm drain and sanitary sewer design, and stormwater quality C.3 design compliance.

    • Has knowledge of Civil Engineering design principles relevant to land development and public works construction, such as grading and drainage design
    • Has knowledge of Civil Engineering hydraulics and hydrologic design principles
    • Has knowledge of the State Water Board's stormwater regulations for new development and redevelopment, i.e. provision "C.3"
    • Can review and analyze architectural and engineering plans for compliance with applicable laws, regulations, codes, and engineering standards
    • Possesses excellent verbal and written communication skills
    • Can effectively manage public affairs, listen to the concerns and requests of citizens, and address their needs in a timely manner

    SELECTION PROCESS

    Conviction History:

    Examples of duties include, but are not limited to

    • Performs construction activities such as acting as Resident Engineer for municipal construction projects, carrying out on-site responsibility for contract administration and construction inspection, reviewing final plans, specifications, special conditions, and agreements; providing detailed interpretation of plan specifications, conditions, and agreements to contractor staff; coordinating the work of contractors and other activities such as those carried out by other public agencies and utilities; maintaining work record data; writing change orders; and monitoring safety and labor compliance activities.
    • Prepares bid advertisements; reviews and analyzes information submitted by contractors in connection with bids; makes recommendations regarding the awarding of bids.
    • Confers and coordinates with those within or outside the City staff and provides written and oral responses to a variety of inquiries and problems regarding matters such as municipal engineering policies, procedures, standards, and environmental impact reporting requirements; appeals to engineering requirements; and other communications necessary in the coordination of project activities.
    • Provides lead direction to technical personnel, and to interdisciplinary design teams of staff or consultants in the preparation of project documents and completing related requirements, such as environmental reports.
    • Performs or coordinates the more complex field inspections and testing and informs contractors and others when and why work does not conform to plans and specifications, or is not properly authorized; and stops or rejects work or issues citations for violations.
    • As assigned, researches and develops alternative engineering solutions, exercising judgment in the selection and adaptation of standard techniques and procedures.
    • As assigned, prepares recommendations regarding the modifications of engineering procedures or standards.
    • Promotes the City's Mission to make Concord a city of the highest quality by providing responsive, cost-effective, and innovative government services; understands and subscribes to the Vision and Values Statement adopted by the City.

    When assigned to Current Development activities :

    • Reviews plans submitted by private developers for conformity with laws, ordinances, and accepted professional standards for grading of land, placement and size of storm drains and sanitary sewer lines, street widths, drainage, soils requirements, relative elevations of plots, special considerations associated with floodplain areas and earthquake zones; and land division.

    Qualifications

    Knowledge and Abilities

    Working knowledge of the concepts, principles, practices, methods, standards, and procedures pertinent to municipal Public Works Engineering, including the mechanics of solids (particularly of soils), hydraulics, theory of structure, strength of materials, engineering geology, structural design of steel, concrete, timber, and masonry; seismic analysis; and surveying; of principles and practices associated with engineering field and office work, including drafting and surveying procedures and equipment; of common sources of engineering information; of pertinent federal, state, and local laws and regulations; and to have a theoretical understanding and working knowledge to perform computer studies and analysis.

    Ability to collect, organize, and accurately interpret a variety of project related information; to analyze, identify and recommend engineering alternatives; to set personal work priorities; to meet project deadlines; to provide lead direction to technical personnel; to effectively adapt to changes in work assignments; to perform engineering calculations and estimates; to maintain clear and accurate records; to prepare and interpret plans and specifications; to learn and apply related laws, policies, regulations, procedures, and standards; to discern and communicate problems requiring attention of supervisory levels; to communicate effectively orally and in writing; and to establish and maintain cooperative and effective relationships with those contacted in the course of work.

    Education/Experience

    Education: Equivalent to a Bachelor's degree from an accredited college or university in civil, structural, or a related engineering field OR a California Engineer in Training (E.I.T.) Certificate (an E.I.T. issued by the Registration Board of another state will be considered.)

    Experience: Two (2) years of professional engineering design, plan review, and project administration experience, preferably in a public agency setting.

    Other

    Possession of a valid California Driver's License by time of employment and maintenance of a satisfactory driving record.
