    Essential Job Functions

    • Supervises inspectors and workers by performing a full range of tasks: Assigns work to the appropriate staff members. Monitors, reviews, and evaluates staff performance. Participates in human resources processes such as interviewing, employee-relation investigations, and handling disciplinary actions. Enforces safety practices and procedures.
    • Performs complex and sensitive field inspections of commercially used measuring and weighing devices, sale prices, petroleum products, produce cases, nursery stock, commodities, parcels, and other packaged goods. This work requires driving to various inspection sites and using appropriate tools and equipment. The role involves lifting items and physical activities such as kneeling, crouching, twisting, reaching, and climbing for long periods. It requires applying advanced technical knowledge and relevant rules and regulations, while maintaining utmost care and safety. Duties include issuing certificates of inspection, notifications, and violations. The position also involves calculating and collecting fees from clients for services and materials provided.
    • Leads investigations related to complaints or prosecutions for criminal and civil violations. Participates in or directs evidence gathering by subordinate inspectors. Collects and preserves evidence and compiles relevant case information. Prepares technical case details for prosecution staff. Assists in providing response or corrective action plans to the Board of Supervisors. Serves as an expert witness in judicial or administrative proceedings.
    • Participates in and conducts continuous surveys by collecting commodity samples for testing. Collects insects, weeds, soils, plants, and diseases. Assists in nuisance abatement or pest control. Maintains chain of custody of collected samples used as evidence. Gathers compliance data.
    • Prepares a variety of documents by using a personal computer/mobile devices and appropriate applications/databases or by manually completing standard forms.
    • Acts as a liaison between the department and contract cities, government officials, enforcement agencies, businesses, clients, the public, and other departments. Serves as the initial point of contact within the department. Presents information at specialized seminars, attends meetings, coordinates activities, and participates in special projects involving education and public outreach to the public and community, and representing the department positively and professionally.

    Requirements

    OPTION I: A Bachelor's degree from an accredited* college or university with specialization in one or more appropriate discipline in agricultural science, biological science, chemical science, physical science, mathematics, and/or statistics** -AND- Two (2) years of experience**** at the level of the Los Angeles County Class of Agricultural/Weights & Measures Inspector II***** performing agricultural OR weights and measures inspections for a public jurisdiction.

    OPTION II : A Bachelor's degree from an accredited* college or university with specialization in any discipline with a minimum of 30 semester units, or equivalent, in one or any combination of the following disciplines: agricultural science, biological science, chemical science, physical science, mathematics, and/or statistics** -AND- Four (4) years of experience at the level of the Los Angeles County class of Agricultural/Weights & Measures Inspector II***** performing agricultural OR weights and measures inspections for a public jurisdiction.

    WITHHOLDS OR OUT-OF-CLASS WILL NOT BE ACCEPTED. REQUIRED EXPERIENCE/EDUCATION MUST BE FULLY MET AT THE TIME OF FILING AND CLEARLY INDICATED ON THE APPLICATION.


    LICENSE:
    A v alid State of California Agricultural Inspection License*** in Pesticide Regulation, Investigation & Environmental Monitoring, Integrated Pest Management, Commodity Regulation, and Pest Prevention and Plant Regulation -AND- A valid State of California Weights and Measures Inspection License*** in Transaction and Product Verification, Measurement Verification and Weight Verification - AND- A valid California Class C Driver License****** is required to perform job-related essential functions. Some positions may require a Class A or Class B driver license.

    A Qualified Applicator Certificate (QAC) and/or Qualified Applicator License (QAL) for restricted-use pesticides may be required for some positions.

    SPECIAL REQUIREMENT INFORMATION:
    * Accredited colleges and universities include all four-year colleges and universities that meet the accreditation guidelines indicated on the bulletin.

    ** To receive credit for your education, include a legible copy of your official diploma, official transcript, or letter/certificate from an accredited institution at the time of filing or within fifteen (15) calendar days of submitting your application . Official transcript and official letter are defined as transcript or letter bearing the college seal, states "official" on the document, and is issued by the school's Registrar Office . For Option II, an official transcript demonstrating the required units must be included. The document should show the date the degree was conferred and the area of specialization . The document must be in English; if it is in a foreign language, it must be translated and evaluated for equivalency to U.S. standards. Transcripts from foreign universities will be accepted ONLY if evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services (NACES) or Association of International Credential Evaluation, Inc.     **** Part-time experience will be considered based on proration. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, such as 20 hours per week for two months equals one month of experience.

    ***** Experience a t the level of an Agricultural/Weights and Measures Inspector II is defined as performing journey-level work distinguished by independent performance of inspections and investigations, gathering evidence and testifying as an expert witness in complex administrative, civil or criminal actions, and enforcing Federal, State and local agricultural, weights and measures, fire, health and safety laws, regulations, ordinances and policies for the protection of such constituent groups as consumers, agriculture, and industry. Incumbents in this class may be assigned to special departmental projects or programs and t ypically report to a Deputy Agricultural Commissioner/Sealer and may receive technical direction from an Agricultural/Weights & Measures Inspector III. Please refer to Los Angeles County's Class Specification #0009 for a full description of the AWM Inspector II classification. If your experience is at a similar level, please provide a clear explanation of your experience to demonstrate that it is at the appropriate level.

    ****** Driver License Information: Applicants for positions that require driving must obtain and present a copy of their driver's license and driving record from the California State Department of Motor and Vehicles before final appointment. Applicants should not present a copy of their driving history until asked to do so by the hiring department. The County will make an individualized assessment of whether an applicant's driving history has a direct or adverse relationship with the specific duties of the job. License must not be currently suspended, restricted or revoked.

    VETERAN'S CREDIT: Veterans might qualify for an extra 10% added to their passing score. Submit a copy of your DD214 form with your application or email it to the exam analyst at examsunit@acwm.lacounty.gov .

    PHYSICAL CLASS IV - ARDUOUS: This class involves frequent heavy lifting over 25 pounds, often combined with bending, twisting, or working above ground on irregular surfaces. It includes those positions that occasionally demand extraordinary physical activity such as those in Safety positions.

    EXAMINATION CONTENT:

    This examination will consist of multiple choice and/or simulation assessment(s), weighted 100%, assessing:

    MULTIPLE CHOICE AND/OR SIMULATION ASSESSMENT(S) ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

    Applicants must meet the Requirements and achieve 70% or higher on the examination in order to be placed on the eligible register.

    TRANSFER OF TEST COMPONENTS: If you have taken identical components recently for other exams, your responses may be automatically transferred to this examination. This exam contains test components that might be used on future exams, and your responses could be transferred to that exam.

    TEST PREPARATION:
