    Overview

    Oversees the City Council agenda process in direct coordination with the City Manager's office, ensuring compliance with the City Charter and state law throughout agenda preparation. Serves as the primary liaison for agenda-related communications with the Mayor and City Council, City Secretary, and City Attorney on behalf of the City Manager's office. Performs advanced administrative and technical functions as the System Administrator for the City's agenda management system.

    Responsibilities

    • Provides expert-level support on City Council agenda matters to the City Manager, Executive Leadership, and department heads

    • Prepares and coordinates City Council agenda materials and ensures compliance with the City Charter through coordination, review, proofreading, content inspection, editing, and approval of department submissions

    • Finalizes and publishes agenda content for Executive staff, elected officials, the public, media outlets, community leaders, partner agencies, and citizens

    • Reviews, monitors, and approves all agenda items submitted by department directors for inclusion in the City Council agenda

    • Coordinates interdepartmental collaboration to streamline contract protocols and ensure efficiency in agenda item preparation

    • Establishes and maintains protocols to support consistent and compliant agenda processes

    • Manages the end-to-end City Council meeting agenda process, ensuring timely preparation and posting in accordance with State law and the City Charter

    • Serves as the lead system administrator and subject matter expert for Legistar, the City's agenda management software

    • Oversees the full lifecycle of the City Council meeting agenda process, resolving both operational and technical issues to ensure smooth execution

    • Provides training and guidance to department directors and designated staff on effective use of the Legistar system

    • Acts as the primary liaison with the system provider, coordinating software upgrades and communicating system-related issues across departments

    • Troubleshoots user issues and provides high-level problem-solving support with a strong degree of independent judgment and initiative

    • Delivers long-range planning and forecasting for City Council meeting agendas, ensuring strategic oversight of the agenda management system

    • Develops and manages reports, schedules, and related materials to support the City leadership and department heads in agenda preparation and planning

    • Manages the weekly preparation and coordination of City Council meeting agendas, working closely with internal staff to ensure accuracy and timeliness

    • Organizes and facilitates weekly City Council agenda review meetings for the City Manager, preparing all necessary reports, documents, and supporting materials

    • Manages special projects and requests related to the City Manager's Office, City Council, Mayor, and Council Committees as needed

    • Prepares and coordinates with the City Secretary's office on City Council Action Requests for meetings, ensuring timely and thorough responses

    • Maintains ongoing updates for City Council and City Management, including preparation of the weekly City Council Agenda Calendar to track agenda items and policy developments

    • Records and monitors City Council meeting action items, coordinating follow-up with staff on requests from Council Members, citizens, and stakeholders

    • Prepares and presents agenda briefings to the City Manager and Executive Team in advance of each Council meeting

    • Conducts and delivers After Action Review briefings to the City Manager and Executive Team, summarizing City Council Action Requests and key outcomes from the meeting

    • Ensures Department Directors and their staff meet all required deadlines related to the City Council agenda process

    • Maintains a high level of communication, professionalism, and confidentiality while interacting with the Mayor, City Council Members, City Manager, Assistant City Managers, City Attorney, City Secretary, Department Directors, staff, and citizens

    • Demonstrates strong problem-solving skills by quickly and effectively addressing issues that arise during the agenda preparation and coordination process

    • Facilitates clear and consistent communication across all levels of leadership and staff to support the successful execution of agenda-related responsibilities

    • May be asked to perform other duties as assigned.

    Position Type and Typical Hours of Work

    • Exempt - Full-Time

    • Flexibility to work evenings, weekends, and holidays is a schedule requirement

    Qualifications

    • Bachelor's Degree (BA/BS)

    • Four (4) years of experience

    Licenses and Certifications

    Required

    • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

    Basis of Rating

    A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.
