    Description

    Vacancy is in the Treasurer's Office. Under general direction, oversees the City’s web-based financial platforms and online banking systems and ensures the secure management of all monetary assets. Supervises cash and investment operations for trust funds, debt service, pension funds, and the general fund, maximizing the return on short-term investments through accurate and timely financial reporting. Manages integrated online financial systems. Oversees banking relationships, bank reconciliations, cash management, accounting operations, and check processing. Supports financial policy development related to web-based banking and accounting initiatives. Provides financial technical assistance to City departments on receipt reporting, deposit timeliness, and check production. Maintains ledgers and monitors budget controls.

    This is a HMEA Union position. The hours of this position are 40 per week and the salary includes 5% in lieu of overtime.

    Knowledge, Skills & Abilities

    The examination will consist of rating your training and experience as contained on your application. It may also include a written test, an oral test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination will be designed to measure the following:

    Thorough Knowledge of:
    • City’s financial systems including financial policies and procedures and financial computer reporting requirements.
    • Governmental accounting principles and procedures.
    • Operations, from a systems design and accounting standpoint, of the various departments of the City government.
    • Systems software languages.
    Ability to:
    • Plan, organize, and direct the activities of subordinates.
    • Analyze financial procedures on the automated financial information system and to recommend improved controls and reports.


    Qualifications

    Open to all qualified applicants who meet the following qualifications:

    Bachelor's Degree with major coursework in accounting, business administration, or finance AND five (5) years of considerable experience in financial management, accounting and auditing, that includes computerized financial systems analysis.

    If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening, and a background check. If appointed, you will serve 3-12 months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
