    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
    The City of Houston's Housing and Community Development Department (HCDD) seeks to create a city in which every resident has an affordable home in a community where they can thrive. Partnering with non-profit, governmental, and local entities, HCDD strives to strengthen Houston's neighborhoods, provide true housing choice and execute the Mayor's vision for One Houston with complete communities throughout. Since Hurricane Harvey, HCDD is managing more than one billion dollars dedicated to helping low and moderate-income families recover.

    To achieve this vision, HCDD is seeking an Administration Manager to join its Single Family Division. In this position, you will manage and direct personnel in single family housing programs. Highly qualified candidates will be experienced in managing personnel performing multiple related functions, including application and supporting documentation review, income eligibility determination; quality assurance review, system upload/documentation/file management, and payment processing, with an ability to consistently deliver high quality, accurate, and timely results in a fast paced production environment.

    Ideal candidates should possess strong analytical, problem-solving, and critical thinking abilities; previous supervisory experience, well-developed decision-making skills; and a high degree of initiative and accountability.

    Key Responsibilities
    • Providing day-to-day management, oversight, and direction for personnel in all single family housing programs.
    • Setting and achieving production goals to meet required productivity levels established for all single family housing programs.
    • Establishing, tracking, and reporting on performance metrics and accomplishments for all programs.
    • Developing and maintaining detailed knowledge of all programs through review and understanding of associated regulatory requirements, program guidelines, standard operating procedures, job aids, etc.
    • Ensuring all work is performed in adherence with federal/state/local regulations and according to program policies and procedures.
    • Evaluating the process flow of all programs, making recommendations to streamline processes, and removing barriers to achieving production goals.
    • Researching and resolving advanced programmatic or regulatory issues to ensure consistent operation of all program functions.
    • Ensuring personnel are appropriately trained and informed of operational, policy, and/or systems changes that affect specific programs.
    • Ensuring the integrity of data entered in the program’s workflow management system by personnel.
    • Designing and directing the maintenance of reports, logs, and other tracking mechanisms to support management of work performed by personnel.
    • Other duties and special projects, as assigned.

    This is a grant funded position subject to cancellation when funds are depleted and/or contract period ends.

    WORKING CONDITIONS
    There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

    MINIMUM REQUIREMENTS

    MINIMUM EDUCATIONAL REQUIREMENTS
    Requires a Bachelor's degree in Business Administration, Accounting, Political Science, Psychology or a closely related field.

    MINIMUM EXPERIENCE REQUIREMENTS
    Six years of pertinent, progressive professional experience in personnel, administration, accounting or a closely related field are required.

    A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.

    Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

    MINIMUM LICENSE REQUIREMENTS
    None.

    PREFERENCES

    • Supervising personnel performing applicant approval functions within Community Development Block Grant (CDBG), CDBG Disaster Recovery, TIRZ, HOME single family housing programs.
    • Researching, interpreting, and applying federal, state, and local regulations associated with departmental programs and activities.
    • Team building, motivating personnel, and fostering strong cross-functional relationships, to achieve common goals.
    • Communicating clearly, professionally, and proactively with subordinate personnel, to ensure timely and accurate completion of work.
    • Utilizing effective written communication skills to create clear, concise, well-organized reports and other written documents; applying advanced knowledge of the rules of grammar, spelling, usage, punctuation, etc., and demonstrating superior attention to detail.
    • Resolving complex policy, procedural, or operational issues, employing creative problem-solving techniques, and delivering results in a highly regulated production environment.
    • Utilizing Microsoft Office, OnBase, Adobe Pro, and SharePoint at an intermediate-advanced level, with the ability to quickly grasp specialized software programs.
    **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6**
