    Overview

    The Contracts/Funds Administrator (CFA) is responsible for drafting and completing RFQs, RFPs, contracts, and contract amendments to support the operational needs of the Fire Department. This position also prepares and administers consultant contracts and related amendments. Working alongside the designated Assistant Chief, this position oversees and monitors expenditures to ensure accurate allocation and appropriate use of funds for all associated contracts.

    Responsibilities

    • Works within the INFOR System Contract Database - lnfor to ensure all information is current, accurate and all milestones are identified and appropriately targeted

    • Creates and provides reports to department administration, as necessary

    • Oversees contracts, leases, agreements managed by the Fire Department

    • Alongside the responsible Fire Administrator, serves as negotiator and liaison between the Fire Department, City Contracts and Procurement, Federal, State and Local government entities as well as contractors and vendors

    • Is responsible for notifying Divisions of compliance issues, expirations dates, deadlines and milestones

    • Analyzes and evaluates contracts, leases and agreement budgets for correct appropriate calculations of expenditures

    • Analyzes budgetary line items for compliance with budget guidelines

    • Creates and provides contract administration reports

    • Coordinates organizational analysis and develops necessary action plans to support and improve Department operations

    • Analyzes and evaluates awarded proposal, contracts and agreements for compliance regarding funding entity, Federal, State and Local requirements

    • Prepares and submits required acceptance documentation including appropriate signatures

    • Provides recommendations for acceptance or denial of contract deviations, adjustments or changes

    • Assists with managing of fuel cards

    • Assists in creation of requisitions, agenda items, including presentations, specific to contracts, leases and agreements

    • May be asked to perform other duties as assigned.

    Position Type and Typical Hours of Work

    • Exempt - Full-Time

    • Flexibility to work evenings, weekends, and holidays is a schedule requirement

    • In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services.

    Qualifications

    • Bachelor's degree (BA/BS)

    • Three (3) years experience

    Licenses and Certifications

    Required

    • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

    Employment Testing

    Employment is contingent on passing any post-offer pre-employment screening as listed below:

    • Motor Vehicle Record Check: Yes

    • Drug Screening: Yes

    • Physical Exam: Yes

    Basis of Rating

    A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.
