    ABOUT THE POSITION

    The fixed-term, part time (0.8 FTE) Senior Program Coordinator plans, coordinates, and leads complex initiatives within the Maternal, Child and Adolescent Health (MCAH) Program, supporting a broad portfolio of activities aimed at improving systems of care and advancing health equity for families in Marin County. This position holds primary responsibility for adolescent health initiatives and for programming related to children and youth with special health care needs.

    Key responsibilities include convening and facilitating multi-sector community collaboratives comprised of community partners, healthcare providers, schools, and Health and Human Services (HHS) stakeholders; developing and managing complex scopes of work aligned with state and local priorities; and coordinating cross-system efforts to improve service delivery and health outcomes. The Senior Program Coordinator independently conducts research, analyzes data and policy trends, evaluates program effectiveness, and supports the development of new initiatives based on community need, best practices, and emerging health disparities.

    This position also leads program communications strategy, including development of websites, reports, policy briefs, presentations, and other public-facing materials that communicate MCAH priorities, data, and outcomes to a wide range of audiences. Additional duties include supporting grant development and implementation, monitoring progress toward program goals, and contributing to comprehensive needs assessment, planning, and evaluation activities.

    The MCAH Program is characterized by its broad scope and systems-level focus on improving service delivery across sectors. As a result, this position requires a high degree of independence, collaboration, and strategic coordination across multiple initiatives designed to promote equity and improve maternal, child, and adolescent health outcomes.

    FIXED TERM
    This is a fixed-term position and is budgeted through March 27, 2027. However, there may be opportunities for the hired individual during this time-period to move to a regular, ongoing position as other vacancies or promotional opportunities occur, or the position may be funded and convert to an ongoing position. Fixed-term employment ends when the position’s funding finishes, or the work is completed. Employees in these positions are exempted from the County’s policies regarding lay-off order and reduction-in-force rights.

    HYBRID SCHEDULE
    The Health and Human Services Department has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

    OUR HIGHLY QUALIFIED CANDIDATE
    Our highly qualified candidate is an experienced public health professional with demonstrated success convening and facilitating community coalitions and collaborating with diverse stakeholders across sectors. They bring strong facilitation and relationship-building skills and are able to work both independently and collaboratively while maintaining positive partnerships with colleagues, community organizations, healthcare providers, and other public agencies.

    The highly qualified candidate has experience working within state- and/or grant-funded public health programs and possesses a solid understanding of program planning, implementation, monitoring, and evaluation. They demonstrate strong analytical skills, including the ability to interpret and communicate complex data and policy information, synthesize research, and translate findings into actionable strategies.

    This individual is an effective communicator with strong written and verbal skills, capable of developing reports, policy briefs, presentations, and other communications for a range of audiences. They are highly organized and able to manage multiple priorities, make sound independent decisions, and meet competing deadlines while advancing program goals.

    Content expertise in adolescent health and familiarity with Medi-Cal systems of care, including CalAIM initiatives and reforms affecting children and youth, is highly desirable. Knowledge of the local landscape of youth-serving agencies in Marin County is preferred.

    Above all, the highly qualified candidate demonstrates a strong commitment to advancing health equity and improving outcomes for maternal, child, and adolescent health populations. A graduate degree in Public Health, Social Work, Public Administration, or a closely related field is highly desirable.

    QUALIFICATIONS
    Knowledge of:
    • Principles and practices of administering and evaluating programs.
    • Policies and procedures related to assigned program.
    • Needs of clients served by a public agency programs.
    • Data collection, data analysis, and application to management information system design and implementation.
    • Community resources for the provision of social services, education and related services.
    • Contract development and monitoring.
    • Budget, utilization projections and cost analysis.
    Ability to:
    • Work with individuals, groups, and communities to promote program objectives.
    • Develop procedures and protocols necessary to implement project designs and administer data gathering instruments.
    • Establish and maintain effective working relationships with program participants, co-workers, community organizations, private agencies and other public agencies.
    • Manage competing demands.
    • Interpret, explain, and apply rules and regulations.
    • Prepare clear and concise written and oral reports.
    • Coordinate, facilitate, and conduct public meetings.
    • Communicate effectively.

    MINIMUM QUALIFICATIONS
    Equivalent to graduation from an accredited college with a Bachelor's degree in a field closely related to the assigned program(s) and three years of experience providing community, educational or related services, which one year includes responsibility for program administration, planning, monitoring and evaluation. Additional related experience may substitute for the education on a year for year basis.

    A graduate degree in a field closely related to the assigned program(s) is highly desirable.
