    About the Department:
    The City of Austin, Austin Technology Services (ATS) Department provides and empowers the City’s business partners and Austin’s residents, visitors and businesses with sustained, reliable, and efficient technology services, infrastructure, and telecommunications.     Job Description:

    IT Project Manager Senior

    Purpose:

    Under minimal supervision, this position is responsible for successful completion of large, long-range, or multiple highly-complex information technology (IT) projects at the corporate level, through matrix management, to meet schedule, budget, and quality needs of the City.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Directs and manages enterprise/corporate level IT project development from beginning to end, including highly complex or at-risk projects, submitting proposals and recommending subsequent budget, scope, and schedule changes and/or contingency plans where necessary.
    • Develops project scope, cost estimates, human resource requirements, work plans, time schedules, communication plans, and makes work assignments to meet complex project or program objectives.
    • Writes Request For Proposals (RFP) for external services and manages contracts and vendor performance, deliverables, and payments.
    • Develops full-scale complex project plans and associated communications documents; identifies and manages project dependencies and critical path; and tracks and reports on project milestones and deliverables.
    • Develops written business requirements and models.
    • Provides leadership in discussions of project management department goals and objectives with IT senior management.
    • Estimates the resources and participants needed to achieve project goals and, where required, negotiates with other department managers for the acquisition of required personnel from within the City of Austin.
    • Defines the project success criteria and disseminates them to involved parties throughout the project life cycle.
    • Effectively communicates project expectations to sponsor team members and stakeholders in a timely and clear fashion, and facilitates project management and project status review meetings.
    • Develops successful transition, training plans, and recognition for resources on the project team.

    • Knowledge of system development lifecycle used for the development of new systems and enhancements to existing systems.

    • Knowledge of operating principles and information systems hardware and software.
    • Skill in using project management software.
    • Skill in developing process models and data flow diagrams.
    • Skill in selecting and using training/instructional methods and procedures appropriate for the situation when learning or teaching new concepts.
    • Skill in facilitating meetings of diverse stakeholders.
    • Ability to develop written business requirements and models.
    • Ability to accurately identify and determine customer needs and take appropriate actions and/or steps to address identified needs.

    Minimum Qualifications:
    • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to the job, plus six (6) years of experience in a related field.
    • Experience may substitute for education for up to four (4) years.
    • Master's Degree in a related field may substitute for two (2) years of experience.


    Preferred Qualifications:
    • Experience leading complex IT projects that impact multiple groups or departments utilizing an industry recognized project management model.
    • Experience in preparing and managing budgets, procurement of IT services, hardware and software, development of RFPs, SOWs, and contract vendor management.

    Overview of the Position:

    The position of IT Project Manager Sr in the Enterprise Project Management Office (EPMO) is responsible for managing multiple enterprise-wide IT projects impacting one or more City departments from business case to implementation and transition to operations. Exceptional stakeholder and communication management is essential in delivering technology solutions, communicating across a wide spectrum of audiences, and generating understanding and engagement within those audiences. Responsibilities include developing charter, project scope, resource requirements, work plans, time schedules, communication plans, and creating work assignments to meet project or program objectives. This position is also responsible for writing RFPs, managing vendor contracts, performance, deliverables and payments. IT Project Manager Sr should work towards meeting Project Management Office goals and objectives and contribute to the goal of continuous improvement of the PMO. This position is also expected to mentor IT Project Managers as needed.

    This position is remote, however on-site presence may be required, as operational needs determine.

    Requires CJIS and Financial CBI (clearance).

    Pay Range:

    $97,450.00 - $131,460.00 annually.

    Critical Employee:

    This position has been designated as a Critical Employee. Critical Employees are considered necessary and vital and support activities that impact City or department operations. This work can be done while at a designated work site or while working at an alternate work location. Critical employees who are able to work at an alternative work location are required to do so. Schedules may be modified, and employees may be reassigned to another area during extraordinary situations or emergency conditions to provide essential services. (Make sure it is noted that employee will have to return to work site).

    Travel:

    If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.

    City Government

    The City of Austin is a progressive, full-service municipal organization operating under the Council-Manager form of government. Austin has a 10-1 council system with an at-large Mayor and Council Members that represent ten districts.
