    About the Opportunity

    The City of Ventura is seeking an experienced and motivated Fleet & Equipment Services Supervisor to lead fleet operations. Under general direction, this position plans, organizes, and supervises staff responsible for the maintenance, repair, modification, and procurement of City vehicles and equipment, and oversees the Fleet Maintenance Management Program to ensure efficient and compliant operations. This role requires participation in a rotational stand-by schedule and the ability to report to work within 45 minutes when called back as needed.

    Key responsibilities include:
    • Plan, organize, supervise, and participate in fleet maintenance and repair operations, including preventive maintenance, vehicle replacement, fueling systems, and related programs; ensure work quality, safety, and compliance with City policies and industry standards.
    • Recruit, train, evaluate, and develop staff; establish performance expectations; provide coaching and corrective action as needed; administer City policies, safety programs, and applicable MOU provisions.
    • Develop and implement work plans, schedules, procedures, and performance standards; assess resource needs and allocate staffing, equipment, and materials to meet operational goals.
    • Prepare and manage the division budget; forecast staffing, equipment, and replacement needs; monitor expenditures, reimbursements, and performance metrics.
    • Oversee fleet systems and contracts, including the computerized maintenance management system, fuel site operations, parts and warehouse services, vehicle specifications, procurement processes, and disposal of vehicles and equipment.
    • Ensure compliance with CHP BIT inspections and state and federal emissions regulations (including CARB and related programs), permitting, reporting, and fuel site requirements; support Citywide emission reduction and sustainability goals.
    • Lead fleet replacement planning and long-term capital forecasting; evaluate annual replacement criteria and coordinate equipment selection with departments.
    • Maintain knowledge of industry trends and recommend operational improvements; prepare and maintain reports and records.
    • Respond to emergencies and after-hours issues as needed; address customer concerns and maintain effective working relationships with City departments, management, vendors, and the public.
    • Perform related duties as assigned.


    The Ideal Candidate - Preferred Qualifications

    The ideal candidate will:
    • Bring progressive fleet maintenance experience, including at least one year of lead or supervisory responsibility, with the ability to effectively manage staff, operations, and resources in a complex fleet environment.
    • Possess strong technical knowledge of fleet maintenance programs, regulatory compliance (e.g., CHP BIT and emissions requirements), and fleet management systems; public sector fleet experience is highly desirable.
    • Demonstrate sound leadership, organizational, and budget management skills, with the ability to oversee contracts, capital replacement planning, and operational improvements.


    Minimum Qualifications - Required

    A combination of education, training and experience equivalent to completion of a bachelor's degree in a related area and two years of fleet maintenance experience, OR an Associate's degree and four years of fleet maintenance experience, OR six years of fleet maintenance experience. One year of lead or supervisory experience is required. Government or public fleet maintenance experience is desirable.

    Licenses: Possession of a valid California Class C driver's license is required. Possession of a valid California Class A driver's license with the air brake endorsement is desired.

    Certificates: The following valid certifications are required within twelve months of employment:
    • OSHA forklift operator and operator trainer certification
    • OSHA manlift operator safety trainer certification
    • The possession of an Automotive Services Excellence certificate and/or Certified Public Fleet Professional certificate is desirable.

    The Fleet & Equipment Services Supervisor classification is a first-line supervisory position in the Public Works Department. The supervisor is responsible for the direct oversight, supervision, and evaluation of an employee work unit, functioning independently while exercising considerable independent judgment and making sound decisions. This classification is distinguished from the supervising manager classification in that the latter has management responsibility over a variety of functional areas.
