*Subject to change Overview As a Financial Analyst IV, you will serve as a senior financial and performance advisor to the Houston Permitting Center (HPC), supporting a critical service line that ensures operational funding, cost recovery, and performance accountability. This role blends advanced financial analysis, lien oversight, and performance management to help leadership make informed, strategic decisions.
A major focus of this position is strengthening lien oversight and cost recovery. You will develop and manage a comprehensive framework to track lien activity, improve collection processes, ensure accurate financial reporting, and forecast lien revenues. Your work will directly support the recovery of operational costs and the financial sustainability of HPC services.
In addition, you will partner closely with executive leadership and the Service Line Director to analyze operational and financial performance across the organization. You will help design and implement performance measurement tools, assess trends and variances, and translate complex financial and operational data into clear, actionable insights that drive efficiency and long-term planning.
This role is ideal for a strategic, self-directed analyst who is comfortable working independently, collaborating across departments, and serving as a trusted advisor to leadership.
Essential Duties and Responsibilities (include but are not limited to): - Serve as a senior financial and performance advisor to leadership, supporting strategic and operational decision-making.
- Perform and lead analyses of complex financial and operational data, including historical trends, forecasts, and performance variances.
- Develop and manage a comprehensive lien oversight and collection framework, including forecasting, reconciliation, reporting, and internal controls.
- Ensure accurate booking, reconciliation, and compliance related to lien activity and financial reporting.
- Analyze KPIs and operational workflows; identify trends, risks, and opportunities for improvement.
- Prepare and present clear, concise reports that explain performance results and recommend strategic actions.
- Integrate external data sources (peer municipalities, economic indicators, and industry benchmarks) to enhance performance analysis.
- Coordinate and support the preparation of monthly and annual KPI reports and strategic plans.
- Facilitate communication and alignment among finance, operations, and cross-departmental partners.
- Lead and respond to special and ad hoc analytical requests from executive, senior, and departmental leadership.

WORKING CONDITIONS
There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position is physically comfortable: the individual has discretion about walking, standing, etc.
This is a Houston Public Works position at the Tier III Level.MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTS: Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.
EXPERIENCE REQUIREMENTS: Four (4) years of professional experience in finance, economics, budget analysis or a closely related field are required.
Substitutions: Experience
cannot be substituted for the Bachelor’s degree requirement. A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.
