    ENVIRONMENTAL HEALTH-HAZARDOUS MATERIALS PROGRAM MANAGER

    MONTHLY SALARY: $12,875 - $15,649

    Under general supervision, plans, coordinates, and assists in the development, implementation, administration, and evaluation of Health and Environmental Control Department programs; conducts and oversees inspections and investigations to enforce environmental and public health laws and regulations; researches, analyzes, and makes recommendations on program, policy, and operational issues; supervises and evaluates assigned technical and professional staff; and performs related duties as assigned.

    Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following:

    • Supervises and directs technical and professional staff responsible for field inspections and investigations to enforce environmental and public health laws and regulations across multiple program areas, including Certified Unified Program Agency (CUPA) hazardous materials, food safety, storm water management, solid waste and recycling, water and wastewater systems, animal and vector control, and general environmental public health.
    • Assists in the development, administration, and evaluation of environmental health programs to ensure effective enforcement of applicable laws and regulations; collaborates with federal, state, regional, and local environmental agencies on operational strategies and best practices.
    • Advises and consults with the Director on significant, department-wide initiatives and issues, including program reorganizations, policy development, and the creation and monitoring of corrective action plans.
    • Identifies staff training needs through assessment, consultation, and evaluation of requests; develops and recommends training programs to enhance staff performance and organizational effectiveness.
    • Plans, organizes, coordinates, and leads conferences and meetings; delivers presentations and serves on professional committees and task forces.
    • Conducts complex field inspections and investigations to ensure compliance with environmental and public health laws and regulations.
    • Assists in the development and dissemination of educational and promotional materials, including flyers, newsletters, pamphlets, posters, and articles, to support public awareness and compliance.
    • Responds to public health, sanitation, and environmental health complaints by identifying issues, conducting investigations, resolving code violations, coordinating with property owners or operators, recommending abatement measures, and preparing correspondence related to violations and corrective actions.
    • Provides technical guidance and consultation to business and industry representatives regarding program standards and regulatory requirements; delivers presentations to industry groups on the City’s environmental public health programs.
    • Evaluates the impacts of existing and proposed legislation on departmental programs and assesses services to ensure regulatory compliance and effectiveness.
    • Responds to emergency incidents involving hazardous materials, disease vectors, and environmental health hazards; coordinates interagency response efforts and investigations as needed.
    • Represents the City of Vernon at multi-jurisdictional meetings, committees, and task forces.
    • Maintains accurate records and databases; collects, compiles, and analyzes data; prepares technical reports and documentation as required.
    • Promotes positive relationships between the City of Vernon and the public by demonstrating professionalism, courtesy, and cooperation; maintains confidentiality of sensitive information; and performs other duties as assigned.


    Minimum Qualifications

    Bachelor’s Degree in Public Health, Environmental Health, Biological Science, Chemistry, or related science field; AND four years’ experience in environmental public health work including 2 years of experience supervising the work of others. Master’s Degree in Public Health, Public Administration, or a related field is desirable.

    LICENSE AND CERTIFICATION REQUIREMENTS:

    A valid California State Driver’s License is required. Certificate of registration as an Environmental Health Specialist from the California State Department of Health is required. Additional certifications, which may include OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER) certification, and International Code Council - ICC certification as a California Underground Storage Tank (UST) Inspector may be required.

    PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

    Work is performed in a standard office environment and in internal and external environments throughout the City, with possibility of exposure to hazardous materials.

    The City of Vernon offers a comprehensive benefit package including vacation, holiday, and sick leave as well as medical, dental vision, life, and long term disability insurance.

    Retirement Benefit : Retirement benefits are provided by the California Public Employees' Retirement System (CalPERS):

    Effective January 1, 2013, newly hired non-safety employees who are new CalPERS members, as defined by the Public Employees' Pension Reform Act of 2013 ("PEPRA"), will be enrolled in the CalPERS 2% at 62 benefit formula. New members will be required to pay 7% as their member contribution.

    An employee who is a "classic" member of CalPERS, will be enrolled in the CalPERS 2.7% at 55 benefit formula. Classic employees urrently pay an 8% employee contribution and a 3% share of the employer contribution.

    Cafeteria Benefits Plan : The City offers a monthly allowance towards the purchase of a HMO, PPO or HSA medical plan for the employee and their family members. Any remaining amount can be used towards the purchase of a HMO or PPO Dental planand Vision coverage for dependents. Vision coverage is included at no cost to the employee. Supplemental Insurance plans are available.

    Holiday pay : The City has 13 authorized holidays per calendar year.

    Bilingual pay : Employees in eligible positions who successfully demonstrate Spanish speaking skills would be eligible to receive an additional $275.00 a month.

    Vacation Mid-Management Staff :

    1st year thru 4th year 80hrs; 3.08 accrual rate
    5th year thru 9th year 100hrs; 3.85 accrual rate
    10th year thru 14th year 120hrs; 4.62 accrual rate
    15th year thru 24th year 160hrs; 6.16 accrual rate
    25th year and more 190hrs; 7.31 accrual rate
    City offers vacation cash out.

    Sick Leave : 80 hours of sick leave per calendar year, at a rate of 3.08 hours per pay period.

    Administrative Leave : Mid Management elgible for 60 hours per calendar year. First year receives administrative leave on a pro-rated rate depending on hire date.

    Tuition Reimbursement : $2,200.00 is available to those who satisfactorily complete job related college courses.

    Hybrid Work Program: The City offers a hybrid work schedule for elgible positions. The City allows a combination/flexible work schedule upto 50% remote work.

    Other Benefits : Most employees work a 4/10 schedule. In addition, the City offers paid parental leave, bereavement leave and jury duty.

    Miscellaneous Benefits : The City provides an interest-free loan program for the purchase of a computer, corrective eye surgery and a hearing aide device.
