    CAREER DESCRIPTION

    HEALTH SERVICES MANAGER, SENIOR

    (Correctional Health Services)

    This recruitment is open to the public for a minimum of five (5) business days and is scheduled to close at 11:59 PM (PST) on March 9 , 2026. Qualified a pplicants are encouraged to apply immediately.

    The open eligible list established by this recruitment will be used to fill current and future Health Services Manager, Senior positions. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County.

    HEALTH CARE AGENCY
    The County of Orange, Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Specialized Medical Services and Public Health Services - is committed to meeting the health needs of the diverse Orange County community.

    THE DEPARTMENT
    The Correctional Health Services (CHS) Division consists of the following service areas: Adult Correctional Health Services (ACHS) and Juvenile Health Services (JHS).

    Adult Correctional Health Services provides medical, dental, nursing, infection control, health education and pharmaceutical services at a community standard of care and also provides mental health services, including 24-hour emergency triage and crisis intervention, suicide prevention, treatment beds, individual and group therapy, substance use counseling, medication assessment and discharge planning to all adult inmates in the County's five (5) correctional facilities.

    Juvenile Health Services (JHS)provides medical, nursing, dental and pharmaceutical services at a community standard of care for youth who reside in the County’s four residential facilities operated by County of Orange Probation (OC Probation) and Social Services Agency (SSA) departments and contracts with hospitals for inpatient and specialty care.

    THE OPPORTUNITY
    The Health Services Manager, Senior for CHS will assist the Medical Director in managing clinical operations within the County’s Adult Correctional facilities and JHS. This position provides administrative oversight of physicians, nurse practitioners, and the Dental Officer, ensuring alignment with organizational goals, compliance standards, and quality care delivery. The incumbent will foster collaboration between the medical team and other disciplines-including nursing, pharmacy, and behavioral health-to maintain integrated, patient-centered care in a secure environment.

    Key responsibilities :
    • Serve as a key administrative partner to the Medical Director, supporting strategic initiatives and operational priorities.
    • Provide administrative oversight for physicians, nurse practitioners, and the Dental Officer, including scheduling, productivity monitoring, and performance evaluations.
    • Coordinate interdisciplinary collaboration between medical providers and nursing, pharmacy, mental health, and custody staff to ensure continuity of care.
    • Oversee provider workforce planning, dynamic scheduling, and on-call coverage for emergent needs.
    • Monitor patient care queues and ensure timely completion of appointments, diagnostics, and chart reviews.
    • Assist with utilization review, including specialist referrals and non-formulary medication approvals.
    • Lead compliance efforts for NCCHC accreditation and Title 15 standards; maintain readiness for audits and inspections.
    • Support hiring, onboarding, and progressive discipline for medical staff; maintain accurate records of evaluations and corrective actions.
    • Participate in quality improvement initiatives and implement best practices for clinical efficiency and patient safety.
    • Prepare reports, presentations, and recommendations for leadership and stakeholders.


    DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
    Possession of a valid Nurse Practitioner, Registered Nurse, or Physician Assistant license issued by the State of California is highly desirable.

    SPECIAL QUALIFICATIONS/REQUIREMENTS
    • Incumbents must NOT have felony convictions or be on any form of probation
    • Must be able to pass and maintain background investigation to the satisfaction of the Orange County Probation Department and Orange County Sheriff-Coroner . Background screening includes; completion of a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references and education verification (i.e. degree, license, or official transcripts. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Evaluation Services (N.A.C.E.S.).
