    CAREER DESCRIPTION

    RESEARCH, POLICY AND QA MANAGER ( BUSINESS AND DATA ANALYTICS MANAGER)

    This recruitment is open to the public and will establish an eligible list. This list will be used to fill current and future vacancies. This eligible list may be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    The Orange County District Attorney (OCDA) represents the People of the State of California in criminal and civil proceedings, serves the court and criminal justice system, and the Orange County Grand Jury. The mission of the Office of the Orange County District Attorney is to enhance public safety and welfare and to protect and respect crime victims and to create security in the community through the vigorous enforcement of criminal and civil laws in a just, honest, efficient and ethical manner. The Office consists of three major divisions: Legal, Investigative Bureau, and Administration.

    THE OPPORTUNITY
    The Business and Data Analytics Team (BDA-T) within the general Information Technology unit (DAIT) supports both business analysis and data analysis needs of the Office of the District Attorney (OCDA).

    The Business and Data Analytics Manager (BDA-M) will leverage their understanding of both business needs and goals and the underlying data infrastructure to better align analytics to the needs of the Office.

    The BDA-M provides oversight over two teams, the business analysis team and the data analysis team, as the business analysis team provides the inputs for data analytics while the data analysis team implements those data analytics needs and realizes them into actionable insight.

    In managing both teams, the BDA-M will lead in efforts to:
    • Business Analysis: Collaborating with key stakeholders within the three pillars of OCDA, Prosecution, Investigation, and Administration, to understand their needs and identify areas for improvement.
    • Business Requirements Analysis: Gathering and analyzing business requirements from the three pillars.
    • Business Processes Analysis: Documenting and analyzing business workflows to assist in identifying and standardizing key performance indicators (KPIs)
    • Data Collection: Identifying and gathering data from various sources (including databases, APIs, and external datasets) to support reporting on KPIs.
    • Data Analysis: Translating KPIs into actionable insights via dashboards and reports.
    • Business Modeling: Developing and documenting business processes from the three pillars, especially where the processes intersect or cross pillars.
    • Business Model Enhancement: Analyzing and presenting the current and future business processes to provide insight into the value proposition of changes and illustrate how changes will be implemented.
    • Information Dissemination: Assisting the various OCDA training units by providing information on usage of dashboards and reports to the decision makers within the three pillars.
    • Business Solutions: Proposing and designing technical and process solutions.
    • Solution Implementation Oversight: Interface with other IT departments to collaborate and implement solutions and ensure technology solutions align with OCDA goals.
    • Continuous Improvement: Refining internal processes and methodologies of both the business analysis and data analysis teams, including adoption of new tools and technologies as needed by these teams.

    This position leverages the current general County classification of Research, Policy, and QA Manager (Research Manager) (8298MA)

    NOTE: This is a data / business analytics and working manager position, not a policy driving/writing position.

    DESIRABLE QUALIFICATIONS & CORE COMPETENCIES :
    In addition to the minimum experience and education requirements, the ideal candidate will possess experience working in a legal/law enforcement setting as well as demonstrate the knowledge, skills, and experience listed in all the competencies below:

    • Experience in preparing concise written and oral reports summarizing complex data and business models for technical and non-technical audiences.
    • Experience in supervising and providing guidance to technical and non-technical staff in carrying out business and data analysis activities.
    • Experience in data modeling, schema design, sampling, statistical analysis, and data analytics as they apply to criminal justice is highly desired.
    • Knowledge of current Federal, State, and local legislation, policies, regulations, and issues that pertain to the Office of the District Attorney and/or education in Criminal Justice is highly desired.
    • Experience with SQL for querying and managing relational databases; familiarity with scripting languages such as Python or R for data manipulation and statistical analysis.
    • Ability to design dashboards, reports, and data visualizations using tools like Power BI, Tableau, or similar programs.

    RECRUITMENT PROCESS:
    District Attorney Human Resources will screen all applications in order to identify the candidates who meet the minimum qualifications for this position based on the skills required to meet the needs of the Department. After the initial screening, qualified applicants will be referred to the next step of the selection process.

    Application Screening (Refer/Non-Refer): Applications and supplemental responses will be screened for qualifications that are highly desirable and most needed to successfully perform the duties of this job. Only those applicants that meet the qualifications as listed in the job bulletin will be referred to the next step.

    Structured Oral Interview | SOI (Weighted 100%): Applicants will be interviewed and rated by a panel of job knowledge experts. Each applicant's rating will be based on responses to a series of structured questions designed to elicit the applicant's qualifications for the job.

    Eligible List: Once the assessment has been completed, District Attorney Human Resources will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.

    Based on the Department's needs, the recruitment process above may be modified. Candidates will be notified of any changes in the selection procedures.
