POSITION PURPOSE / IMPORTANT APPLICATION INFORMATIONThe Parking Enforcement Officer promotes access, availability and turnover of parking assets by encouraging and maintaining compliance with applicable City parking standards, regulations and ordinances. The Parking Enforcement Officer supports the success of the City’s parking management strategies by providing excellent customer service while acting as an ambassador in all interactions with the public.
The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

Job Specific - Every employee in this position must be able to:- Maintain compliance with parking regulations by issuing parking citations for violations of the Revised Westminster Municipal Code, and any other laws, rules and regulations that govern parking
- Provide general information and directions to the public
- Provide a high level of customer service
- Operate a motor vehicle to perform enforcement duties
- Manage a license plate recognition system according to established operating standards
- Walk five (5) to ten (10) miles a day, if enforcement vehicle is not available
- Deploy immobilization devices on eligible vehicles
- Prepare and affix immobilization and or towing notices to eligible vehicles
- Restrict parking in metered or signed areas as directed by supervisor
- Prepare reports regarding parking enforcement activities
- Issue parking citations
- Assist with traffic control and curb management activities as needed
- Provide assistance during high volume holiday and other City events

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS Education, Experience, Skills, Formal Training, Licenses, and Certifications Required :- High school diploma or equivalent
- International Parking and Mobility Institute (IPMI) Parking Enforcement Compliance Professional (PECP) certification within 6 (six) months of hire
- Outstanding written and verbal communication skills
- Excellent interpersonal communication abilities
- Strong project management and multi-tasking abilities
- Experience and knowledge of computers and software applications
- Ability to work independently and make decisions based on municipal ordinances and City policies
- Minimum one (1) year of enforcement experience
Preferred :- Experience with municipal code enforcement
- Experience with Passport parking enforcement system or any comparable parking enforcement software
- Conflict resolution experience
Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered
Physical Requirements Work is sedentary in nature and requires sufficient physical stamina and strength for:
- Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods
- Frequent squatting, reaching above shoulder, and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, material, and supplies
- Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
- Frequent lifting, carrying, and pushing and/or pulling of up to twenty-five (25) pounds to move material and supplies; occasional lifting, pushing and/or pulling of up to fifty (50) pounds with dollies and carts
WORKING CONDITIONSWork is constantly performed indoors. This is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job, including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies.

The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.
401(a) Contribution Rates:Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
