Overview
As a key member of the Corpus Christi Water executive team, this position plays a strategic role in department-wide initiatives and organizational projects. The role oversees Utility Billing Office operations, managing annual billing and collections exceeding $375 million in revenue across five City services, along with a growing customer service call center. Additional responsibilities include oversight of water and wastewater billed usage and related revenue, utility bill updates, and performance management to ensure operational excellence.
Responsibilities
• Provides strategic and tactical oversight of Utility Billing Office including call center operations, billing, and collections
• Directs and ensures the development and implementation of customer service policies, procedures and service delivery methods utilizing appropriate key performance indicators
• Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures, identifies opportunities for improvement, and directs the implementation of changes
• Leads development, analysis, and implementation of policy and strategy including identifying key strategic initiatives, business planning efforts, and policies and procedures
• Leads complex and cross-functional initiatives to resolve problems and integrate solutions that translate into service improvements
• Influences events to optimize organizational resources
• Collaborates with organizational leaders to assess complex issues, evaluate information, and create solutions
• Leads, selects, and develops, a team of professionals charged with executing business strategy and maintaining operational integrity
• Trains and mentors employees and facilitates interdepartmental teamwork
• Maintains current knowledge and understanding of regulations, industry trends, current practices, new developments, and applicable laws
• Forecasts, allocates, and monitors physical, financial, and human resources for the group
• Provides revenue and billed usage monitoring for water and wastewater
• Involved in rate review and analysis, and cost of service studies when applicable
• Responsible for billing system rate updates and testing
• Responds to and resolves sensitive inquiries and complaints from both internal and external sources
• May be asked to perform other duties as assigned.
Position Type and Typical Hours of Work
• Exempt - Full-Time
• Flexibility to work evenings, weekends, and holidays is a schedule requirement

Qualifications
• Bachelor's degree from an accredited college or university
• Seven (7) years of experience
Licenses and Certifications
Required
• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Relocation Package
The City offers an excellent relocation assistance package that includes up to $10,000 for the following housing and moving expenses:
Temporary housing assistance
• Two (2) visits to the City which may include two (2) round trip flights or mileage (including hotel, car rental, etc.) for the purpose of obtaining temporary or permanent living arrangements.
• Reimbursement for moving company expenses

Basis of Rating
A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.
