    Job Description

    SUMMARY: Under general supervision, provides report writing, database administration, scripting and programming support within the City; performs other duties as assigned.

    ESSENTIAL FUNCTIONS : Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Factors such as regular attendance at the job are not routinely listed in job descriptions, but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:
    • Provides counsel and guidance to City staff regarding information technology software support, including database analysis, reporting and programming.
    • Provides SQL server database administration services for SQL server databases.
    • Create custom database stored procedures, triggers, views, and complex queries in SQL
    • Develop complex custom reports using a variety of reporting tools and schedules those for delivery
    • Lead initiatives for integrations and APIs between applications
    • Provides software solutions in the form of reports and applications.
    • Assist with new product rollouts by reviewing existing custom and standard reporting and modifying or creating new reports.
    • The ability to create custom tools as needed in support of business units. These could include web-based applications or integrations with new software.
    • Designs, tests, installs and implements various systems.
    • Plans, tests and installs application software and database updates.
    • Works with end-users and application support staff to define the needs of City staff.
    • Designs, develops and implements needed application software customizations.
    • Interpret written business requirements and technical specification documents to design and develop technical solutions that meet the business needs.
    • Develop technical design documents and test scripts.
    • Extraction and import of client data during software migration efforts
    • Provide level three application support which is focused on the research , remediation, and documentation of more complex application and technical support issues.
    • Administers and explains the City’s information technology policies, procedures, rules, and regulations.
    • Researches solutions for existing problems; gathers information on new technologies.
    • Attends meetings with managers, supervisors, employees.
    • Performs various special projects and assignments
    • Serves as a backup to Database/Applications Administrator regarding Oracle databases.
    • Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.


    Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.

    KNOWLEDGE AND SKILLS:

    Knowledge:
    • City organization, operations, policies, and procedures.
    • Principles and practices of information technology management.
    • Principles and practices of database development, including design, stored procedures and related processes.
    • Implementation and administration of critical software applications.
    • Oracle and SQL database administration principles and practices
    • Application server installation, configuration and administration.
    • Principles and practices of programming.
    • Principles and practices of project management.
    • Principles and practices of information technology research.
    • State and federal statutes, rules, and regulations.
    • Texas local government codes.
    • Business and personal computers, and spreadsheet software applications.


    Skill in:
    • Managing situations requiring diplomacy, fairness, firmness and sound judgment.
    • Analyzing information technology issues, evaluating alternatives, and developing recommendations and reports.
    • Translating verbal and electronic user requests into software modifications, reports and expanded software functionality.
    • Understanding and applying City policies and procedures, and applicable federal and state regulations.
    • Explaining City information technology policies and procedures while exercising the highest degree of confidentiality.
    • Establishing and maintaining cooperative working relationships with all levels within the City.
    • Communicating effectively verbally and in writing.


    MINIMUM QUALIFICATIONS:

    Bachelor’s Degree in Computer Science or a related field; AND eight years’ experience in database development/administration and programming; OR an equivalent combination of education and experience.

    LICENSE AND CERTIFICATION:
    • TLETS certification.
    • Oracle Certified Professional.


    PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

    Work is performed in a standard office environment. May be required to lift and carry items weighing up to 50 pounds.
