    Bi-weekly : $4,957.07- $6,642.95

    Annual: $128,883.82 - $172,716.70

    Opening Date: February 20, 2026

    Closing Date : March 6, 2026

    (9/80 Work Schedule with alternating Fridays off)

    The Santa Clara County Housing Authority is looking for a Senior Management Analyst who thrives at the intersection of strategy, data, and execution.

    This position will provide high-level analytical and coordination support to the Executive Team to advance Agency priorities, strengthen data-driven decision making, and improve organizational performance. This role blends strategic analysis, program and operational reporting, project coordination, and cross-departmental support, and is ideal for someone who:
    • Is adept at building dashboards and understanding what the numbers mean
    • Can distill information into powerful summaries and storytelling
    • Is energized by big-picture strategy and detailed follow-through
    • Wants a seat at the table in shaping the future of housing in Santa Clara County

    This position will serve as a strategic “right-hand” on agency-wide priorities while also managing high-level reporting and coordination work that keeps the organization moving towards its goals.

    The Senior Management Analyst ensures that key initiatives, performance metrics and administrative tasks are monitored, reported, and aligned with SCCHA’s mission and strategic goals. In this role, your work will directly support agency-wide strategic priorities , Executive and Board reporting, operational initiatives, and data-informed policy and program design. You will help ensure that strategy translates into measurable results, and that leadership has the clarity and information needed to make confident decisions.

    You’ll Bring:

    A combination of suitable education and experience such as:

    Education : A bachelor’s degree from an accredited four-year college or university with major coursework in Business Administration, Public Administration or a closely related field

    Experience : At least 5 years of increasingly responsible professional experience in administrative, management, budgetary or financial analysis, human resources, or 3 years equivalent to that of a Management Analyst at the Agency. Two (2) years of professional experience should be at the project, lead and/or direct supervisory experience.

    Skills and Competencies:
    • Knowledge of organizational and management practices as applied to the analysis, evaluation, development and implementation of programs, policies and procedures
    • Develop goals, objectives, policies, procedures and work standards for assigned programs
    • Ability to effectively represent the Agency in meetings with governmental agencies, community groups and various businesses, professional and regulatory organizations, and in meetings with individuals
    • Skilled in evaluating and preparing recommendations for changes to policies and procedures through understanding the organization and operation of the Agency
    • Strategic project management, collaboration, and communication skills.
    • Highly effective oral and written communication

    In addition to public agencies, we partner with construction firms, architects and engineers, environmental engineers, appraisers, market analysts, and a variety of other partners to help develop our communities.
