DEFINITION Under general supervision, provides a variety of analytical and professional administrative tasks involved with the management support of City Attorney programs, operations, policy development, and special projects; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS This is the entry-level professional classification in the management analyst series. Incumbents are responsible for applying knowledge of management principles and practices to a variety of assignments such as budget, small to mid-sized projects/programs, analysis and research, and other assignments as required. Initially work methods and resources are identified, policies and procedures are explained, and assignments are supervised in progress as well as upon completion. As experience is gained, work product is generally checked only upon completion. This classification is distinguished from the Management Analyst II (Confidential) in that the latter is the full journey-level classification in the series, working independently to accomplish the duties and responsibilities assigned. The Management Analyst I (Confidential) classification is designated as “Confidential” and may have access to information related to the administration of employee-employer relations.
SUPERVISION RECEIVED Receives administrative direction from a manager, division, or department head.
SUPERVISION EXERCISED May provide supervision to clerical and temporary employees.
Examples of Important and Essential FunctionsPosition(s) may exist in a variety of departments. Not all functions are essential in all departments depending on department needs.
Program Functions
Participates in and/or leads program administration activities; conducts statistical studies; may administer ongoing departmental/divisional programs/contracts; researches grant programs and assists with the preparation of grant applications.
Administrative Functions
Conducts research on rules, regulations, legislation, case law and special projects; monitors legislative activity; participates in organizational analyses and design; prepares technical reports; participates in divisional/departmental budget process and financial management; participates in the study, design and implementation of administrative procedures; participates in staff support to public boards and commissions; conducts surveys; may represent the division/department with other agencies, citizen groups and/or private individuals; prepares public notices and news releases; participates in the establishment and maintenance of inter-departmental, inter-agency and/or inter-City communication; researches and responds to public complaints/inquiries; and prepares written and verbal reports.
In addition to the above-mentioned functions, positions in the Management Analyst I (Confidential) classification perform the following specialized functions based on their assigned area:
City Attorney’s Office
Secures and coordinates instructors and manages all applicable training logistics; maintains training records and evaluates training effectiveness; maintains comprehensive files and documentation related to safety and risk management activities; monitors employee health and safety programs; conducts on-site health and safety inspections of work sites and evaluates facilities, property, and equipment for compliance with Cal/OSHA and other applicable laws and regulations; investigates safety concerns, observations, and complaints, and recommends corrective actions to eliminate unsafe working conditions and practices; plans and organizes safety-related programs, activities, and events, and supports the City’s Central Safety Committee; collects, compiles, and analyzes data related to the City’s safety and risk management activities; identifies and assesses risks and recommends strategies to mitigate liability exposure; coordinates the processing of required workers’ compensation documentation with the City’s third-party administrator and facilitates the interactive process for employees with industrial injuries; administers liability claims, including investigation and coordination of claim resolution; advises staff and contractors regarding insurance program requirements; issues insurance requirements and reviews and approves insurance certificates and bonds for City contracts as appropriate; and coordinates the City’s Americans with Disabilities Act (ADA) Title II compliance activities.
Job Related and Essential QualificationsDemonstrated Knowledge of :
Research methodologies, of technical and analytical report writing, data collection and analysis. Working knowledge of: the principles and practices of public administration; of budgeting and financial analysis; fiscal analysis; accounting; principles, functions of government; relationships between local, state and federal governments; legislation and regulations relating to non-discrimination; automated information systems; program management; and group dynamics.

Experience, Education, and Training Guidelines:
Any combination of experience, education, and training that would provide the best-qualified candidates. A typical way to obtain the knowledge, skills, and abilities would be:
Experience : One year of progressively responsible, para-professional administrative experience performing a variety of technical functions related to the assigned position, such as project/program management, fiscal analysis, and organizational development. Public sector experience is highly desirable.
Education : A Bachelor’s Degree in business administration, public administration, or a field related to the assigned position.
License : May require the possession of a valid California driver's license and a satisfactory driving record as determined by the City.
Other Requirements : Willingness and ability to work the hours necessary to accomplish the assigned duties; attend evening meetings; and travel out of town and attend workshops, conferences, seminars, and meetings during work and non-work hours.
Special Requirements : Essential duties require the mental and/or physical ability to work in a standard office environment; drive a motor vehicle, if required; read fine print and computer monitors; operate a computer; effectively converse by telephone, in person, and to large groups and be clearly understood; safely lift and maneuver office supplies weighing up to 10 pounds; ability to sit for hours at a time; and stamina to work additional hours to meet deadlines.
