    The Position

    The list developed from this recruitment will be used for a limited period to fill open and promotional, regular full-time, and part-time positions in a variety of departments, service areas, and locations throughout the County, should they occur. The current vacancy is with Public Health in Ukiah, and will provide nursing-level communicable disease and immunization services.

    Under supervision, performs nursing duties in case management, care, and treatment of clients in the prevention, detection, and control of diseases and the promotion of health in a variety of settings throughout the County. Assists health care providers and social service providers in providing client care and/or case management. Positions may be allocated to the Public Health Department, Social Services, or to the Probation Department - Juvenile Hall; work may be office, field, clinic based depending upon the program; or in a locked secure facility (Juvenile Hall).

    Job Requirements and Minimum Qualifications

    Duties may include but are not limited to the following.
    • Provide comprehensive health services across the continuum of care, including medically fragile populations throughout the life span under the direction of a professional nurse or health care provider. Services may include assessment of psychosocial, physical, developmental, spiritual, and emotional needs.
    • Provide nursing care and assists with case management of clients under the supervision of health care provider; interviews client/parent regarding immunization and health history; takes and records temperatures, pulses, respirations and blood pressure readings; transcribes physicians orders to medication and treatment records; observes and reports clients symptoms to nurse or health care provider; takes direction from supervising health care providers.
    • Administer routine medications, immunizations/vaccines according to protocols and treatment as prescribed; educates clients about vaccines and side effects; gives injections and draws blood as directed; maintains related documents.
    • Perform lab procedures.
    • Provide epidemiology and surveillance services; tracks and records required data by client and route of infection; enter communicable disease cases and deaths to required entities; compiles reports; contacts health care providers concerning status of their clients with reportable diseases.
    • Assist health care provider in examination or special procedure.
    • Document all contact with clients; complete required assessment reports, computer reports, and billing sheets associated with client activities.
    • Enter and retrieve information from computer systems, including a variety of daily, monthly, and yearly reports.
    • Disseminate a variety of information to various agencies, divisions, or departments via telephone, employee meetings, mail, email, or fax. Educate clients in self-administration of daily tests, medications, and therapies per health care provider orders.
    • Conduct inventory and maintain supplies. Maintain and enhance knowledge of public health concerns through attendance at workshops, meetings, specialty clinics, protocols, journals and classes.
    • Participate in the operation of health clinics (i.e., interviewing patients, performing diagnostic tests, giving prescribed treatment; recording data; collects specimens for laboratory analysis; assists in the operation of special equipment; cleans and sterilizes medical supplies and equipment. Perform other related duties as assigned.

    PROBATION - JUVENILE HALL ASSIGNMENT:
    In addition to general duties, may also include the following.
    • Provide nursing care, including mental health care and assists with case management in compliance with California Code of Regulations Title 15, regarding youth detention.
    • Adhere to safety and security policies and procedures as required in Juvenile Hall setting.
    • Conduct Cardio-Pulmonary Resuscitation (CPR) training and certification for department staff.


    MINIMUM QUALIFICATIONS REQUIRED

    Education and Experience:
    Graduation from an accredited Vocational Nursing Program approved by the California Board of Vocational Nursing and Psychiatric Technicians (BVNPT). No experience is required; however, six (6) months of experience is preferred.

    Licenses and Certifications:
    Valid Driver's License
    Valid California Vocational Nurse (LVN)
    Current Basic Life Support Course Completion Card issued by the American Heart Association, or equivalent

    Knowledge, Skills, and Abilities

    Knowledge of:
    • Applicable state, federal and local ordinances, laws, rules and regulations.
    • Nursing theory, principals, and practice.
    • Human development across the life span.
    • Administration of immunizations and their possible side effects, storage, and inventory requirements.
    • Perinatal, infant, child, adolescent and adult growth and development, nutritional needs, and immunization.
    • Adult/Child abuse and neglect.
    • Infectious control practices and procedures, sterile techniques and the consequences of contaminations on safety and accuracy in the clinic.
    • Causes, treatment, prevention, and early detection of communicable or chronic diseases and handicapping conditions.
    • Basic medical terminology
    • Medical equipment, supplies, and their use.
    • Basic nursing and health maintenance education.
    • Nursing processes including assessment and identification of client needs.
    • Training in area of assignment.
    • Standards of the Privacy Act of 1974, (U.S.C. §552A) as amended; maintains and enforces all aspects of confidentiality of client information.
    • Standards for Culturally and Linguistically Appropriate Services (CLAS) in health and health care.
    • California Code of Regulations Title 15 regarding youth detention, when assigned to Juvenile Hall.

    Skill in:
    • Using tact, discretion, initiative and independent judgment within established guidelines.
    • Communicating clearly and effectively both orally and in writing, including motivational/reflective interviewing techniques.
    • Utilizing software applications and hardware related to performance of the essential functions of the job. Organizing work, setting priorities, meeting critical deadlines, and following up on assignments with minimal direction.
    • Writing clear and concise reports, correspondence, and other written materials.

    Mental and Physical Abilities:
    • Recognize and appropriately act in response to normal and abnormal behavior patterns.
    • Recognize and act appropriately in response to indications of abuse and neglect across the lifespan, domestic violence, substance use and abuse.
    • Manage difficult clients and dangerous situations.
    • Communicate effectively with people from diverse cultural backgrounds.
    • Observe proper safety precautions and procedures.
    • Establish and maintain effective working relationships with others.
    • Prepare client documentation, reports and records.
    • Read, analyze, and interpret professional periodicals and journals, technical procedures and government regulations.
    • Specific vision abilities required by this job include: close vision, ability to discriminate between colors, and ability to adjust focus.
    • While performing the essential functions of this job, the incumbent is regularly required to: walk; sit; use hands to finger, handle, or feel objects; reach with hands and arms; speak and hear; and push, pull, move, or lift above and below the neck objects weighing up to 25 pounds.
    • While performing the essential functions of this job, the incumbent may infrequently be required to push, pull, move, or lift below the neck, objects weighing up to 50 pounds.

    SALARY
    Compensation is based on a five-step salary range, with annual merit-based increases within the salary range.

    RETIREMENT

    HOLIDAYS AND PERSONAL LEAVE
    Mendocino County observes 11 paid holidays per year. Employees are granted 24 - 48 hours of personal leave annually, depending upon Bargaining Unit.

    VACATION
    Accrues at the rate of two weeks per year for three years. Three weeks per year after three years, four weeks after eight years and five weeks after 15 years.

    SICK LEAVE
    Paid sick leave accrues at the rate of 1.25 days per month, or 15 days per year. Accruals are pro-rated for part-time employees working at least 20 hours per week. Part-time employees working less than 20 hours per week, and extra-help employees receive up to 24 hours (or 3 days) of paid sick leave annually.

    The County and the employee share the cost of an employee selected health care plan; enrollment in the plan includes $20,000 Life Insurance.
