    The Position

    The Employee Support Unit (ESU) within the Operations Division of Health and Human Services Agency performs transactional administrative processes related to recruitment, onboarding, credentialing, employee leaves, departmental timekeeping, payroll adjustments, personnel actions, and offboarding.
    The ESU Supervisor is responsible for planning, organizing, assigning, supervising and reviewing transactional and analyst processes for ESU such as, overseeing the onboarding experience and new hire orientation; prioritization, tracking, and maintenance of timely processes for recruitment and requisition; oversee and ensure accurate data within the Tyler HRIS, tracking and accuracy of role-based access requests and termination processes at offboarding and offboarding, ensuring completion and accuracy of timekeeping entry/approval processes, troubleshooting and monitoring accuracy of the HHSA organizational chart and related reports and data within the Tyler HRIS, monitor and ensure accuracy in position tracking and other processes for tracking position data, address or elevate any issues related to leaves/accommodations including inconsistencies or leave without pay (LWOP) approval.

    This recruitment is being conducted to fill one full-time vacancy. The list established by this recruitment may also be used to fill current and future full-time, part-time, limited term, and extra help vacancies for up to one year.

    Memorandum of Understanding (MOU) Agreed Salary Increases and Winter Time Off:
    • 3.5% COLA increase effective 7/1/2026
    • 32.0 hours of Winter Time Off


    POSITION REQUIREMENTS

    Experience and Education:
    To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:

    Experience:
    Two years of significant, directly related and progressive experience performing administrative management, personnel, fiscal, budgetary, staff development or data processing analysis work, preferably to include some lead or supervisory experience; or one year of experience performing duties equivalent to the Staff Services Analyst II classification with Napa County.

    Education:
    Equivalent to graduation from college with major course work in business administration, public administration, systems analysis, accounting or related field. (Responsible supervisory or higher-level experience performing a variety of difficult analytical work, which includes the independent research, analysis, and preparation of reports, in any of the following areas: administrative, management, personnel, fiscal, budgetary, or data processing may be substituted for the required education on a year-for-year basis.)

    License or Certificate*:
    Certain positions assigned to this class may require possession of a valid California Driver's License.

    *Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
