    Overview

    The Emergency Management Specialist is responsible for managing, developing, implementing, and supervising Emergency Management programs. They will assist in planning and preparation of emergency plans and annexes for the City department and Office of Emergency Management. Responsible for training and drills throughout the year in Emergency Management. Will Train different agencies on the use of WebEOC and Reverse Alert. Supervises temporary OEM staff during hurricane season. Educates the public on the importance of preparedness prior to any emergency through presentations and meetings. Reviews emergency plans for health care facilities and outside agencies.

    Responsibilities

    • Manage, develop, implement, and supervise Emergency Management and Homeland Security programs for the City of Corpus Christi. Review and accept emergency plans for nursing homes, assisted living facilities, home health agencies, and dialysis centers; provide guidance as needed.

    • Complete annual and quarterly reports for the Emergency Management Coordinator to review

    • Train various administrators to use the notification system. Responsible for the addition and deletion of system users. Manage various groups as requested by organizers. Manage accounts as necessary. Create and manage monthly notification messages for training and select groups

    • Manage Emergency Management Facebook and Twitter (X) accounts by sharing relevant content to the public. Track platform interactions and user engagement growth (likes/followers). Manage the webpage for EOM

    • Train various jurisdictions administrators to oversee WebEOC for their jurisdiction. Create incidents and assign groups as requested for the City and surrounding jurisdictions. Complete fusion incidents for Texas Department of Emergency Management as requested. Track monthly EOC users, attend WebEOC workshops to advance system knowledge

    • Collect and complete required applications. In coordination with Finance, gather EMPG personnel compensation and benefits information for reimbursement. Track EMPG personnel attendance, administration expenses, personnel exercise participation, activity and progress. Document and track all Emergency Management activities as required for compliance, reimbursement, and reporting. Maintain documentation and reporting for administration of applicable grants

    • Assist in verification of computer/ software updates. Set up all incidents in WebEOC, PowerPoint, and video wall A/V equipment in EOC, and set up technical equipment as necessary

    • Maintain responsibility for supplies and materials required during activations and training sessions

    • Serves as liaison with volunteer agencies assigned to Emergency Operation Center

    • Coordinate training programs and emergency operation drills to prepare City Staff to respond quickly and effectively to emergencies. Prepare course materials for students, grade final exams, and prepare final documentation for submission to Texas Department of Emergency Management

    • Maintain records of ICS Training for City Personnel. Train local, county, and regional Emergency Management on use of WebEOC

    • May be asked to perform other duties as assigned

    Position Type and Typical Hours of Work

    • Exempt - Full-Time

    • Non rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed

    Minimum Qualifications

    • Bachelor's Degree (BA/ BS)

    • Two (2) years of experience

    Preferred

    • Emergency Management experience

    Licenses and Certifications

    Required

    • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

    Required after hire

    • ICS Training: 100, 200, 300, 400, 700 and 800 obtained after placed in position

    Employment is contingent on passing any post-offer pre-employment screening as listed below:

    • Criminal Background Check: Yes

    • Motor Vehicle Record Check: Yes

    • Drug Screening: Yes

    • Physical Exam: Yes

    Basis of Rating

    A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview.
