    Description

    Under general supervision, this position performs professional, technical, and analytical work related to human resource and risk management activities. Work includes complex benefits issues, leave, and worker’s compensation administration, and general human resources functions. Recommends and implements modifications to systems, policies, and procedures. Implements solutions in the design and development of the County’s Risk Management, Safety and Insurance programs, including accident prevention and claims management programs, countywide for BOCC and Constitutional Officers’ employees. Position works independently and must be able to work successfully in a team-oriented, fast paced, changing environment.

    Examples of Duties

    • Supports the County’s Risk Program in the development, implementation, and maintenance of new or current policies, practices, and procedures.
    • Identifies, documents, tracks, monitors and escalates risk related issues across the organization, as necessary.
    • Recommends updates to County policies and procedures relating to Risk Management and Safety Programs.
    • Reviews property and liability claims and assists insurance broker and adjusters with same.
    • Oversees all phases of the claims process from intake and investigation through litigation, settlement, and closure. Consults with, provides guidance and/or participates in negotiations, conferences and mediations with adjusting companies, legal councils, County staff, claimants, etc.
    • Supervises the work of subordinate personnel as assigned; supervisory duties may include instructing; planning, assigning and reviewing work of others; maintaining standards; coordinating activities; allocating personnel; assisting with new employee selection; acting on employee problems; recommending employee discipline; offers training, advice and assistance as needed.
    • Oversees and coordinates the County’s Drug-Free Workplace program including but not limited to required random drug & alcohol testing and reasonable suspicion testing; maintains the FMCSA Clearing house website.
    • Oversees and coordinates Florida’s Firefighter Cancer Benefit Program to include processing claims with the carrier, processing claimant reimbursement requests in accordance with applicable laws, creating and maintaining a claims log, etc.
    • Communicates in a professional manner with employees, claimants, and staff to gather information, disseminate information, and resolve minor difficulties associated with first party property claims and liability claims.
    • Evaluates and, when necessary, develops programs to reduce loss, control risk and exposure, and educate and train employees on safety issues.
    • Coordinates the organization and implementation of the County’s Safety Committee.
    • Assists with periodic audits to ensure compliance with applicable plan regulations.
    • Maintains confidentiality of sensitive and privileged information.
    • Collaborates with other County Departments for insurance requirements on all new procurements and assists with maintaining appropriate Certificates of Insurance on all existing contracts.
    • Coordinates the organization and implementation of the County’s employee wellness initiatives in conjunction with the Wellness Committee.
    • Coordinates the scheduling of and participates in the County’s Insurance Committee meetings.
    • Coordinates the organization and implementation of various special projects to include Government Day, open enrollment, the Wellness Expo and other programs throughout the year.
    • Works with employees and insurance carriers to resolve complex benefits problems.

    • Assists in benefit renewals for all coverages to include health, life, dental, vision, etc..

    • Coordinates the Family Medical Leave Act (FMLA) program and ensures compliance with applicable laws, policies and procedures.
    • Coordinates and implements the County’s benefits program, to include health, life, dental, vision, LTD, workers compensation and ancillary insurances, to include employees of the BOCC and applicable Constitutional Offices.
    • Reviews retiree monthly benefits statements for accuracy.
    • Manages the tag, title, and decal process for all County owned vehicles and equipment.
    • Facilitates Workers’ Compensation audit with the carrier.
    • Researches, evaluates, makes recommendations, and produces data reports for risk management, loss control and claims by analyzing causes, patterns, or trends of incidents and claims.
    • Manages risk and loss exposure to real, personal, and human resources assets. Identifies major products and services; secures contracts for insurance coverages to include all property, casualty and miscellaneous lines of coverage.
    • Assists with the development of contractual insurance and indemnification requirements for County projects and sponsored events. Provides guidance to departments regarding risk associated with various contractual activities, and reviews final agreements for compliance with risk management standards/practices.
    • Operates a variety of equipment such as a computer, printer, fax machine, copier, calculator, telephone, etc.
    • Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness. Provides adequate notice to higher management with respect to vacation time and leave requests.
    • Performs related duties as required, including working in other functional areas to equalize peak work periods or otherwise to balance the workload.
    • May drive a County vehicle.

    Typical Qualifications

    Requires a Bachelor’s Degree in Public Administration, Business, Human Resources, Insurance or related field supplemented by five (5) years progressively responsible experience in professional benefits administration in the public sector or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. May require a valid State Driver’s License.

    Supplemental Information

    • Knowledge of the methods, procedures, and policies of Nassau County as they pertain to the performance of duties of the Human Resources Generalist.
    • Knowledge of the functions and interrelationships of County and other Governmental agencies. Knowledge of risk management principles, including loss control, risk analysis, risk financing, vendor relations and claims management.

    • Knowledge of local, state, and federal statutes concerning workers’ compensation, personal injury, property damage, automobile, public liability and related areas.

    • Knowledge in the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position.
    • Ability to ensure Departmental and County compliance with all risk management laws and regulations.
    • Ability to develop and maintain a positive rapport with County employees.
    • Ability to make sound, educated decisions.
    • Ability to offer training and assistance to co-workers and employees of other Departments as required.
    • Ability to use independent judgment and discretion in supervising various programs including the handling of emergency situations, determining procedures, setting priorities, setting schedules, maintaining standards, planning for future County needs and resolving problems.
    • Ability to plan and develop daily, short-term and long-term goals related to County purposes.
    • Ability to take the initiative to complete the duties of the position without the need of direct supervision.
    • Ability to plan, organize and prioritize daily assignments and work activities.
    • Ability to learn and utilize new skills and information to improve job performance and efficiency.
