    ABOUT LOS ANGELES COUNTY DEPARTMENT OF HEALTH SERVICES:
    The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation.     Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings to supportive housing.

    ABOUT THE POSITION:

    DEFINITION:
    Assists a higher-level Administrator in the direction and administration of a large County hospital.

    Essential Job Functions

    What You'll Be Doing:
    • Assists the administrator in the formulation, development, and execution of plans, policies, and programs for the hospital.
    • Assists in directing the administrative functions of the hospital, including personnel, fiscal and other functional activities.
    • Provides supervision and direction of non-professional services.
    • Ensures that the appropriate kinds, quality, and quantity of support services are delivered to the patients and/or staff of the hospital.
    • Supports the coordination of hospital operations with other divisions of the Department of Health Services, County departments, and external agencies.
    • Coordinates the non-professional activities of the hospital with medical services.
    • Aids the administrator in developing and controlling medical services.
    • Assists the administrator in developing and controlling the annual budget for the hospital.
    • Conducts special investigations and studies as assigned.
    • Investigates and resolves complaints from patients, hospital staff, and the general public.
    • Represents the administrator on various hospital committees.
    • Acts for the Hospital Administrator in their absence.

    Requirements

    REQUIREMENTS TO QUALIFY:

    OPTION I: Three (3) years of highly responsible administrative or staff experience,* two (2) years of which must have been at the level of Senior Staff Analyst, Health**or higher. A Master's degree*** in Hospital Administration or Business Administration from an accredited graduate school will be accepted for one (1) year of the non-specialized experience.

    OPTION II: Two (2) years of administrative experience in a health care setting at the level of Assistant Hospital Administrator III**** or higher.

    DESIRABLE QUALIFICATION:
    Additional credit will be given to applicants who possess the following desirable qualification:
    • Qualifying experience at the level of Senior Staff Analyst, Health** or Assistant Hospital Administrator III,**** or higher, in excess of the years stated in the minimum requirements.


    PHYSICAL CLASS II - Light:
    This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.


    SPECIAL REQUIREMENT INFORMATION:

    *Highly responsible administrative or staff experience in the County of Los Angeles is defined as: staff experience at the senior level with extensive knowledge of program related area, processes and procedures, and experience in a specific subject matter.

    **Experience at the level of Senior Staff Analyst, Health is defined as: supervises a team of analysts providing technical and consultative service to management in major health service areas.

    ****Experience at the level of Assistant Hospital Administrator III is defined as : assists in the administration of a hospital by managing and coordinating the supporting services for the patient care programs of a large area of the hospital.

    EXAMINATION CONTENT:
    This assessment type will evaluate the training, experience, desirable qualifications, and education you list on your application and supplemental questionnaire and assign a score based on a standardized scoring system. This assessment is worth 100% of your total score. The passing score for the assessment is 70%.

    ELIGIBILITY AND VACANCY INFORMATION:
    Applicants who passed the assessment(s) are placed on an eligible register in the order of their score group for a period of twelve (12) months. Applications will be processed as they are received and added to the register accordingly. We will use this register to fill vacancies in the Department of Health Services as they occur.
